HomeMy WebLinkAbout1997-11-17 City Council (27)City of Palo Alto City Manager’s Report TO:HONORABLE CiTY COUNCIL FROM: DATE: CITY MANAGER- NOVEMBER 17, 1997 DEPARTMENT:’PUBLIC WORKS CMR:466:97 SUBJECT: *REJECTION OF THE SINGLE BID PROCUREMENT FOR THE PALO IMPROVEMENT PROJECT (CIP-19624) RECEIVED FOR SAND ALTO GOLF COURSE RECOMMENDATIONS Staff recommends that Council: Reject the single bid received for the Palo Alto Municipal Golf Course Improvement Project to furnish, deliver and stockpile sand material for the City of Palo Alto Golf Course. 2. Direct staff to revise the project scope and rebid the project. POLICY IMPLICATIONS Approval of this action does not represent any changes to existing policies. in accord with the adopted Golf Course Master Plan. The policy is DISCUSSION Project Description In May 1995, Council approved the Golf Course Master Improvement Plan and Site Design Application for Golf Course Improvements (CMR:248:95). The sand procurement contract is part of the Master Improvement Plan and includes the furnishing, delivery and stockpiling of 92,000 tons of sand, for sand capping five fairways and various tees which will be constructed in 1998. The sand provides a growing medium for the grass root system. Originally, the sand procurement was included in the construction documents for the Golf Course improvements. To provide staff with the assurance of the availability of the large amount of sand (92,000 tons), needed for the improvements, and to provide the greatest flexibility in bidding and construction scheduling, the procurement was developed as a separate bid package for the Golf Course improvements. CMR:466:97 Page I of 2 Bids were opened on October 21, 1997. One bid of $1,992,720 was received and is $492,720 over the construction estimate~of $1,500,000. The consensus of contractors who took out bids but chose not to bid was that they were currently too busy with other projects, and there was confusion over the availability of locally supplied sand. Due to the excessive difference between the low bid and construction estimate, staff recommends rejecting all bids. In response to contractor’s comments, staff is changing the gradation properties of the sand specifications to allow for more local sand suppliers to bid the Project. This change will not sacrifice the design and should lower the cost of the project to the construction estimate and provide for more competitive bids. The first bid of the sand procurement was scheduled early enough to allow rebidding without affecting the Golf Course Improvement Project scheduled to begin in March 1998. The delivery of sand will be sequenced into this construction schedule. Delivery of sand will begin in April and continue through July 1998. FISCAL IMPACT There is no fiscal impact.
