HomeMy WebLinkAbout1997-09-15 City CouncilCity of Palo Alto City Manager’s Report 3 TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: POLICE AGENDA DATE: SEPTEMBER 15, 1997 CMR:373:97 SUBJECT:BUDGET AMENDMENT ORDINANCE ACCEPTING STATE 9-1-1 FUNDS ~,ECOMMENDATIONS Staff requests Council approval of the attached Budget Amendment Ordinance (BAO) that amends the FY 1997-1998 budget to allow for receipt of $6,200 from the California Department of General Services Telecommtmieations Division. The funds will be used for the purchase of telephone monitoring equipment that will provide quantitative data to determine the adequacy of the number of telephone trunks and operator positions and to provide information to maximize employee schedules with workload. This request represents no change in existing policies. California’s Department of General Services Telecommunications Division is responsible for administering the State 9-1-1 Program. The program’s goal is to assist Public Safety Answering Points (PSAPs) in providing excellent telephone access to emergency service for all 9-1-1 callers. Funding of this lifesaving resource in communities demonstrates its commitment to assist public safety agencies in administration. The Teleeommuuications Division approves and reimburses PSAPs for necessary and reasonable costs associated with the planning, implementation and maintenance of a State approved 9-1-1 system. Eligible expenses generally include telecommunications equipment, systems, and services that facilitate 9-1-1 call deliveries to a PSAP. The Telecommunications Division has approved funds for Palo Alto to purchase equipment to assist the State 9-1-1 program and the Police Department’s Communications Division in gathering measured data. This data will be used to monitor the Communications Center’s CMR:373:97 Page 1 of 2 ability to handle the calls for service volume. Staffwill measure telecommunications resources, accumulate operating statistics and receive the data in user-friendly monthly reports. The data will be analyzed to determine the adequacy of telephone trunks and operator positions. It will also be used to look at ways of improved personnel scheduling to maximize positions with peak workload during certain days of the week and times of the day. The data can also be used to ¯ develop Mission Driven Budget impact measures to determine the efficiency of the Communications staff. FISCALIMPACT The Police Department’s expenditures and revenues will be increased by $6,200. This transaction will have no affects to the Budget Stabilization Reserve. In addition, annual ongoing costs of $3,180 are included in the Police Department’s budget. LASSESSMENT This is not a project subject to CEQA requirements. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO ACCEPT STATE OF CALIFORNIA 9-1-1 PROGRAM FUNDING WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 23, 1997 did adopt a budget for fiscal year 1997-98; and WHEREAS, the Police Department applied for and received $6,200 from the California Telecommunications Division to assist in the purchase of telephone monitoring equipment for the 9-1-1 program; and WHEREAS, the equipment will provide quantitative data to determine the adequacy of the number of telephone trunks and operator positions and to provide information to maximize work schedules based on workload; and WHEREAS, City Council authorization is needed to accept and expend the funds; and WHEREAS, City Council authorization is needed to amend the 1997-98 budget as hereinafter setforth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION i. The sum of Six Thousand Two Hundred Dollars ($6,200) is hereby appropriated to non-salary expenses in the Communications Functional Area in the Police Department. SECTION 2. $6,200. The Police Department revenues are increased by SECTION ~. This transaction will have no impact on the Budget .Stabilization Reserve. SECTION 4. As specified in Section 2.28.080(a) of the Palo Alto Municipa~ Code, a two-thirds vote of the City Council is required.to adopt this ordinance. SECTION 5. The Council of the City of Palo Alto hereby finds that the enactment of this ordinance is not a project under the California Environmental Quality Act and, therefore, no env~ronmental..impact assessment is necessary. SECTION 6. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
