A staltreport addressing the Recommended Plan and the Final EIR will be distributed in the same packet. RECOMMENDATIONS Recommendations of the Planning Commission, as discussed in the Commission’s minutes, are reflected on the green insert pages attached to this report. POLICY IMPLICATIONS The Comprehensive Plan is the primary policy tool for guiding the future development of the City. Its purpose is to direct decision-making toward a shared vision of what Palo Alto should be like in the intermediate and long-term future. The Plan provides the policy framework for decisions of both private and public projects. Through the Implementation Chapter the Plan is linked to the Capital Improvement Program, the City budget and Council priorities. CMR:380:97 Page 1 of 4 At a special meeting of the City Council on September 23, 1997, the Council will hear a presentation from the Planning Commission on the Comprehensive Plan and receive staff comments, including a presentation on the hotel massing plans for the intersection of Page Mill Road and E1 Camino Real. The public heating will also be opened on September 23. Continued public hearings are scheduled for Septe,mber 29 and 30, with consideration and action on the Comprehensive Plan Final EItL the Comprehensive Plan and the Land Use Map scheduled to begin Monday, November 10, 1997. Additional information on each of the transmitted materials is as follows: Green insert pages reflecting the Planning Commission’s proposed changes to the December 20, 1996 Draft Comprehensive Plan: In order to easily review the Planning Commission recommended changes in the Draft Plan, all the recommended changes have been shown on green insert pages (inserts). The inserts are to be placed in the original binders of the Draft Comprehensive Plan. The inserts include the Planning Commission actions based on input from the public, other Boards and Commissions and staff. The following points are specific to the inserts: The inserts are formatted in the same manner as the Draft Comprehensive Plan and include ~ for text deleted and ~ for text added. Only those portions of the Draft Plan that have changes are shown on the inserts. The inserts have the same page numbers as the corresponding Draft Plan page number. Beginning with Land Use and Community Design; the inserts should be inserted one page at a time between each page of each dement. When inserted properly the inserts will be opposite the original page when the document is laid flat. Because the Introduction was significantly rewritten and reorganized, the Introduction inserts should be grouped in front of the existing Introduction. (Note: The cover sheets for each element and chapter of the inserts indicate that the Planning Commission action is tentative. This should be disregarded, as the Commission has made this its Recommended Plan.) In three places the added text was too long to fit on only one page of an insert. In these instances an additional insert sheet is included. These occur at pages L-5, N-4 and N-23. The added inserts are page numbered using "A" and "B". A direction text box on pages L-4, N-4 and N-22 note the exception to placement of the inserts. All the replacement maps are included at the end of the package of inserts. The original map may be discarded when the green insert map is put in place. CMR:380:97 Page 2 of 4 Only maps with changes have replacements. For the fmal document, all maps will include the source of the information. To facilitate finding the Planning Commission discussion and action, staff has included in brackets a reference to the Commission’s minutes, with date and page(s) for each of the changes on the inserts. If no reference is given, the change was made by staff consistent’with direction from the Commission. Added policies and programs are given a letter designation rather than renumbering. Policies and programs that have been relocated retain their original number. To the extent possible, staff has included directions in brackets { } on each of the pages to help clarify ambiguities in the relocation, modification and reorganization of the goal, policy, program, text, sidebar or picture. Only the pages with changes are included in the Appendix - "Housing Element Technical Document." Staff has not attempted to make all of the necessary spelling and typographical corrections at this time. They have been corrected where it made a difference in the context. The intent is to make these corrections in preparing the final document. Staff has not corrected the Acknowledgment Page at this time. It contains numerous spelling and name reference errors and several omissions. Staff will revise for the fmal document. Revised Pictures and Captions: The attached set of pictures on pale yellow sheets are either replacements for some of the original pictures in the Draft Comprehensive Plan or new pictures that were not included in the draft. In a few cases, the picture captions have been modified to reflect the change in the pictures. They are formatted to be inserted in the Draft Comprehensive Plan binder; however, this is not necessary. o ~: In preparing the Draft Comprehensive Plan, many of the goals, policies and programs were combined, revised or relocated from those reviewed by the City Council in 1995 and early 1996. The version of the goals, policies and programs reviewed and recommended by the Council was known at that time as Draft V. The tracking lists indicate where the Draft V wording is now located in the Planning Commission Recommended Comprehensive Plan. Because of the added bulk, staff did not redistribute the Draft V goals, policies and programs; however, additional copies of each element may be obtained from the Planning Division. CMR:380:97 Page 3 of 4 Planning Commission Minutes: Included is a binder of the Planning Commission minutes from initial public heating on February 19 and 20, 1997 to fmal action on the Draft Comprehensive Plan on August 13, 1997. Minutes of previous City Council actions have not been included because of the bulk, but may be obtained by contacting the Planning Division. Letters: Copies of letters received by sta_Cf and the Planning Commission since December 20, 1996 commenting on the Draft Comprehensive Plan are attached for reference. Letters with comments on the Draft EIR will be distributed with responses with the Final EIR on September 18, 1997. ENVIRONMENTAL ASSESSMENT The Draft Environmental Impact Report was published in December 1996. The Final Environmental Impact Report (FEIR) will be distributed in the City Council packet of September 18, 1997. ATTACHMENTS (Council Members and Libraries only) 1.
