HomeMy WebLinkAbout1997-08-11 City Council (28)C ty City of Palo Alto Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER , DEPARTMENT: Community Services CMR:345:97AGENDA DATE:August 11, 1997 SUBJECT:NATIONAL ENDOWMENT FOR THE ARTS GRANT - BUDGET AMENDMENT ORDINANCE The purpose of this report is torequest Council’s approval of an ordinance amending the budget for fiscal year 1997-98, to reflect the award of a $10,000 matching grant from the National Endowment for the Arts (NEA), a federal agency, to the Arts and Culture Division’s Cultural Center traveling exhibition "Domim’c Di Mare: A Retrospective." Staff recommends that the City Council adopt the attached Budget Amendment Ordinance accepting the National Endowment for the Arts matching grant of $10,000 into the 1997-98 Arts and Culture Division’s Visual Arts major, activity budget. This recommendation does not represent a change to existing City policies. The National Endowment for the Arts, a federal agency, has awarded a grant for special exhibitions to the Visual Arts Program for the current fiscal year. This is the second NEA grant that the Visual Arts Program has received. The first was received in 1993-94 for the traveling exhibition "Marriage In Form: Kay Sekimachi & Bob Stocksdale." These funds have been designated for general support and traveling of the exhibition. The exhibition is a 30-year retrospective of one of American craft’s foremost master artists. The exhibition, along with the accompanying catalogue, makes a major contribution to the history of American craft. Di Mare’s work is particularly relevant to the exploration of cultural expression-in the 1990’s. Di Mare’s highly individual pieces derive from the artist’s background as the son of a Sicilian fisherman growing up on Monterey Bay. The exhibition will be at the Cultural Center September 28, 1997 through January 11, 1998, when it will begin to tour as follows: The Contemporary Museum, Honolulu, HI (2/11/98- 4/19/98); Fresno Art Museum, Fresno, CA (6/26/98 - 8/16/98); Charles A. Wustum Museum of Fine Arts, Racine, WI (9/11/98-11/18/98); and Renwick Gallery of the CMR:345:97 Page 1 of 2 National Museum of American Art, Smithsonian Institution, Washington, D.C. (3/19/99 - 7/25/99). The exhibition continues staff’s efforts to reach a broad and diverse population. The funds will strengthen the quality and visibility of the exhibition and education program, and thereby increase the audience for the Visual Arts. The National Endowment for the Arts grant provides matching funds for the exhibition, which includes crating of the exhibition, supplies and materials, outreach and public relations materials, and publications. The funds necessary to match the grant have been budgeted in the Visual Arts Program budget for 1997-98. The program is not a project as defined by the California Environmental Quality Act and is not subject to CEQA requirements. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO A~ENDING THE BUDGET FOR THE FISbAL YEAR 1997-98 TO ACCEPT A GRANT AND TO PROVIDE ANADDITIONAL APPROPRIATION FOR THE COMI4UNITY SERVICES DEPARTMENT TO RECEIVE MATCHING GRANT FUNDS FROM THE NATIONAL ENDOWMENT F.OR THE ARTS. WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 23, 1997 did adopt a budget for fiscal year 1997-98; and WHEREAs, the National Endowment for the Arts provides funding in support of the ~ts; and WHEREAS, the Community Services Department has been awarded an Arts Council matching grant in the amount of $i0,000 for an exhibition which is a 30-year retrospective of one of American craft’s foremost master artists Dominic Di Mare; and WHEREAS, City Council authorization is needed to accept and expend the grant receipts; and WHEREAS, City Council authorization is .needed to amend the i997-98 budget as hereinafter set forth. WHEREAS, the 1997-98 budget includes the funds necessary to match the grant; and NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION i. The sum of Ten Thousand Dollars ($10,000) is hereby appropriated to non-salary expenses in the Functional Area Arts and Culture in the Community Services Department, and Grant Revenue is correspondingly increased. SECTION 2.This transaction will have no impact reseryes. on SECTION 3. As specified in Section 2.28.0’80(a) of the Palo Alto Municipal Code, a two-thirds Vote of the City Council is required to adopt this ordinance. SECTION 4. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTION 5. As provided in Section.2.04.350 of the Palo Alto Municipal Code, this ordinance shall become.~effective upon adoption.
