SUBJECT:ARTS COUNCIL OF SANTA CLARA COUNTY GRANT
BUDGET AMENDMENT ORDINANCE
REQUEST
The purpose of this report is to request Council’s approval of an ordinance amending the
budget for fiscal year 1997-98 to reflect the award of a $5,247 matching grant from the Arts
Council of Santa Clara County, Organizational Enhancement Fund grant to the Arts and
Culture Division’s Visual Arts Program.
RECOMMENDATIONS
Staff recommends that the City Council approve acceptance of the attached Budget
Amendment Ordinance accepting the Arts Council of Santa Clara County grant of $5,247 into
the 1997-98 Arts and Culture Division’s Visual Arts major activity budget for the exhibition
and education programs at the Palo Alto Cultural Center.
POLICY IMPLICATIONS
This recommendation does not represent a change to existing City policies.
EXECUTIVE SUMMARY
Since 1986, the Arts Council of Santa Clara County has awarded grants to the Visual Arts
program in support of exhibition programming at the Cultural Center. The most recent grant
is in support of the Cultural Center’s juried exhibition of local artists, Radius 1997; the spring
exhibition, Dominic Di Mare: A Retrospective, a traveling exhibition and catalogue. This
grant has been received by the Visual Arts program through the Arts Council of Santa Clara
County PARTNERS program, made possible in part by the Community Foundation of Santa
Clara County. In the current fiscal year, these funds have been designated for general
operating support, with the aim of providing an ongoing exhibition opportunity for the area’s
emerging artists, and continuing efforts to reach a broad and expanded population. The funds
will strengthen the quality and visibility of the exhibition and education program, and thereby
increase the audience for the visual arts.

FISCAL IMPACT
The Arts Council of Santa Clara County gram provides matching funds for exhibitions,
equitable artists’ and lecture fees, outreach and public relations materials, and
workshop/studio supplies and materials. The funds necessary to match the grant have been
budgeted in the Visual Arts major activity budget for 1997-98.
ENVIRONMENTAL ASSESSMENT
The program is not a project as defined by the California Environmental Quality Act and is
not subject to CEQA requirements.

ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF ,THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO ACCEPT
A GRANT AND TO PROVIDE AN ADDITIONAL APPROPRIATION FOR
THE COMMUNITY sERVICES DEPARTMENT TO RECEIVE MATCHING
GRANT FUNDS FROM THE ARTS COUNCIL OF SANTA CLARA COUNTY.
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June
23, 1997 did adopt a budget for fiscal year 1997-98; and
WHEREAS, the Arts Council of Santa Clara provides funding in
support of the arts~; and
WHEREAS, the Community Services Department has been awarded an
Arts Council matching grant in the amount of $5,247 for exhibitions,
and for general operaiing support in order to provide exhibition
opportunities for the area’s emerging artists; and
WHEREAS, the 1997-98 budget includes the funds necessary to
match the grant; and
WHEREAS, City Council authorization is needed to’.’accept and
expend the grant receipts; and
WHEREAS, City Council authorization is needed to amend the
1997-98 budget as hereinafter set forth.
NOW, THEREFORE,’ the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION i. The sum of Five Thousand Two Hundred Forty Seven
Dollars ($5,247) is hereby appropriated to non-salary expenses in
the Functional Area Arts and Culture in the Community Services
Department, and Grant Revenue is correspondingly increased.
SECTION 2.This transaction will have no impact on
reserves.
SECTION 3. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 4. The Council of the City of Palo Alto hereby
finds that this is not a project under the California Environmental
Quality Act and, therefore, no environmental impact assessment is
necessary.
SECTION 5. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this.ordinance shall become ~ffective upon adoption.
