SUBJECT:ARASTRADERO STEWARD WORKPLAN AND FUNDING
FOR 1997/98
REQUEST:
This report transmits the proposed 1997/98 Arastradero Steward Workplan for Bay Area
Action, serving as Steward on the Arastradero Preserve, and requests that $50,000 in
revenues and expenditures for Steward activities be incorporated into the 1997/98 Interim
Budget, secured from the Arastra Fund.
RECOMMENDATIONS:
Staff recommends that Council approve the proposed 1997/98 Arastradero Steward
Workplan, and incorporate into the 1997/98 Interim Budget $50,000 in revenues and
expenditures related.to Steward activities, utilizing funding obtained from the Arastra Fund.

EXECUTIVE SUMMARY:
On April 28, 1997, Council approved an agreement with Bay Area Action for stewardship
activities on the Arastradero Preserve. That agreement included:
A request for $50,000 in funding for the first year, to support stewardship activities
on the Preserve, to be obtained from the Arastra Fund.
A means of reviewing performance of the Steward that would be similar to the City’s
Mission Driven Budget process.
City and Steward staff met on May 9, 1997 to develop the attached proposed Arastradero
Stewardship Workplan for 1997/98. The Workplan has been developed following the City’s
Mission Driven Budget format and includes a mission statement and key-plans.

Staff has developed comprehensive key plans, but intends to use this first year to develop
meaningful impact measures, aider some experience has been gained on the work that is
performed by the Steward under the direction of City staff. The new impact measures will
be incorporated into the 1998-00 Two Year Budget.
City staffwill meet with the Arastra Fund Advisory Committee in June to present a request
for $50,000 in funding from the Arastra Fund, to support the activities of the Steward on the
Preserve during 1997/98.
FISCAL IMPACT:
The Arastra Fund provides financial resources for uses approved Council, through the budget
process, including the activities to be performed by the Steward. Bay Area Action proposes
to utilize donations, grant funding and money obtained through fundraisers for the remainder
of its expenditures.
ENVIRONMENTAL IMPACT ASSESSMENT:
The Arastradero Preserve Workplan for 1997/98 represents a continuation of the same use
of existing facilities; therefore, it carries a Class I facility exemption under Section 15301 of
CEQA.
