HomeMy WebLinkAbout1997-05-12 City Councilof Palo Al o City Manager’s-Repor 4 TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: PUBLIC WORKS AGENDA DATE: MAY 12, 1997 CMR:223:97 SUBJECT:APPROVAL OF AMENDMENT TO A CONSULTANT AGREEMENT WITH NOLTE AND ASSOCIATES FOR IMPROVEMENTS TO THE INTERSECTION OF PAGE MILL ROAD AND FOOTHILL EXPRESSWAY REQUEST This is a request for approval of an amendment in the amount of $34,844 to an agreement with Nolte & Associates, Inc., for improvements to the intersection of Page Mill Road and Foothill Expressway. RECOMMENDATIONS Staff recommends that Council approve and authorize the Mayor to execute an amendment to Consultant Agreement No. C4041683 with Nolte & Associates increasing the contract amount by $34,844 for landscape design and fee inflation. POLICY IMPLICATIONS .The approval of these contract amendments is consistent with existing policies. BACKGROUND The 1988 City wide Land Use and Transportation Study recommended operational improvements at various intersections throughout the City including the Page Mill Road/Foothill Expressway/Junipero Serra Boulevard intersection. The improvements planned for this intersection include additional left-turn lanes, fight-turn lane improvements, bicycle lanes and signal modifications. In 1993, the City applied and received approval for $800,000 in Federal funding to supplement $20"0,000 in City Traffic Impact Fees for a total project budget of $1,000,000. This project budget did not include monies for landscaping. In order to widen the roadway, small-amounts of right-of-way will be needed from Stanford CMR:223:97 Page 1 of3 University. During discussions related to this land, Stanford felt it was an appropriate time to begin discussions on sound attenuation features for residents in the northeast quadrant. The intersection of Page Mill Road/Foothill Expressway/Junipero Serra Boulevard is under the jurisdiction of Santa Clara County, which has responsibility for the operation and maintenance of the streets. There is currently no landscaping at the intersection itself; however, the Stanford Industrial Park maintains landscaping within the sidewalk planting strip fi:onting Page Mill Road while the City, under a contract with the County, maintains the median strip in this same area. Due to the intersection’s importance as main thoroughfare into the City, staff has, with County approval, taken the lead role for the intersection’s design and construction. The County will have final approval over the scope of work, plans and specifications. Preliminary plans for the street improvements have been completed by the design consultant, Nolte & Associates, and these have been reviewed by the County and Stanford University. DISCUSSION In November 1993, Council approved a consultant contract with Nolte & Associates for design services for the Page Mill/Foothill intersection. After the completion of preliminary design plans in 1994, Planning Department staff recommended that landscaping should be included in the project, since the intersection is a main thoroughfare into the City. Discussions related to this as well as to other related workscope items such as the Stanford soundwall, however, have substantially delayed the design of the improvements. Of the $34,844 requested in this Amendment, roughly $13,000 is a result of adjustments to the base fee amount due to inflationary increases over the past three years; the balance provides for the increased scope of design services for the added landscaping. Negotiations with Stanford related to right-of-way and noise reduction issues are nearing completion and will be presented to Council for approval this summer after environmental documentation for the proposed sound wall are completed. Approval of the Amendment (Attachment A) will allow for an adjustment to the consultant fee for landscaping design and fee inflation and permit the intersection design work to continue. Additional funds for the original scope of work for the intersection design fees will not be required. Staff has not, however, included construction stage services for the Page Mill/Foothill intersection in this Amendment because the scope of these services will not be established until the final design phase has been completed. The construction services will be negotiated with this same 6onsultant at the conclusion of the final design, and staffwill return to Council with an agreement amendment at the time of construction award. FISCAL IMPACT Funds for the additional consultant fees are available in CIP project 19073. CMR:223:97 Page 2 of 3. ENVIRONMENTAL ASSESSMENT A Negative Declaration has been prepared for the project which will be presented to the Architectural Review Board as part of the approval process. Plans will be prepared in AutoCAD version13 using .City of Palo Alto drafting criteria, and furnished in electronic media to document this project only, not for other use, as described and qualified in Section 4 of the Agreement. Text documents including specifications inputs will be prepared using Word Perfect 5.1, and furnished in reproducible and electronic media. The City will prepare all bid documents, and administer the construction project, including bidding and management. Consultant will assist the City during. The objectives of this meeting will be 1), to review,-refine, and confirm the Scope of Work and schedule for the project; and 2) establish basis for design criteria, plan format, .specification format and bidding basis, opinion of probable cost format, billing format, and communication protocol. Written minutes of the meeting along with revised scope language will be prepared to . document the meeting. Topographic and Boundary Surveys a.Confirm limits of survey, photogrammetric control requirements, and set photo control. bo Conduct field survey to supplement photogrammetry, and prepare a 1" = 20’ scale, 1-foot contour, map for planning and Scope of Work. The budget for supplemental surveying is approximately two days of 2-person field crew and one day of senior designer (AutoCAD input). Co Boundary Survey: Conduct boundary field survey of up to six parcels of land (estimated as 2 for Hetch-Hetchy easements, and 1 for each quadrant of the intersection, with the understanding that Stanford owns all lands adjacent except the Hetch-Hetchy facility). Based on .the survey, establish the boundary lines that will be necessary for the preparation of legal descriptions for right-of-way acquisition. Boundary plots will be prepared,, and the right-of-way lines will be added to base sheets. Environmental Assessment ao The Environmental Assessment will be prepared by David J. Powers and Associates (DJP&A), and formatted to.meet the requirements of NEPA and the City of Palo-Alto, and will include a project description, environmental checklist, brief description of the environmental setting, description of potentially significant impacts, and.identification of proposed mitigation. The Environmental Assessment will be submitted to the .City .of Palo Alto staff and Caltrans for review and comment. The areas of anticipated analysis and discussion in the Environmental Assessment are described below. Project Description: The proposed intersection improvements will be described based upon design information provided by Nolte and Associates. Project plans will be presented. In addition, the. project objectives will be described. Scope of Work - Page Mill/Foothill Intersection Exhibit A Design Services Page 5 . (2) (3) (4) (5) Land Use: This section will .address the land use impacts associated with right-of-way acquisition from private property owners for the proposed roadway widening. This section will also address the impacts from relocation of any utility lines. Traffic: The Environmental Assessment will describe the traffic conditions on Page Mill Road/Foothill Expressway, based on a traffic study prepared by Patterson Associates. This section will provide existing daily and peak hour traffic volumes for the subject intersection. This project is proposed to reduce congestion during the PM peak hour; therefore, no traffic impacts are anticipated. Air Quality: The Environmental Assessment would include a project-level carbon monoxide (CO) analysis prepared by subconsultant M O’C Physics Applied, as required under MTC Resolution 2270. This CO analysis would quantify CO concentrations at the Page Mill Road/Foothill Expressway intersection. [It.is possible that the project may beeligible’ for self- certification under the MTC 2270 guidelines. If it is determined after consultation with MTC that the project would qualify for self-certification, then the above CO analysis would not be performed.] This section would also address the short-term air quality (dust) impacts resulting during construction of the project and provide appropriate mitigation. Noise: The Environmental Assessment would include a noise analysis for the proposed intersection improvements, prepared by M O’C Physics Applied. This section would quantify the exi.sting noise levels at nearby sensitive receptors (i.e. the residential uses at. the northeast corner of Page Mill/Foothill). The noise analysis would project the future noise levels resulting from implementation of the proposed intersection Scope of Work - Page Mill/Foothill Interseclion Exhibit A Design Services Page 6 (6) (7) "improvements and assess the potential noise impacts. Appropriate mitigation would be identified for any significant noise impacts. Cultural R~sources: A cultural resources investigation will be performed by the City (per Addendum #2 to the RFP). ~ Geology/Soils: The geologic and soils conditions in the project area will be described, based on information provided by Terratech Inc. The potential geologic impacts associated with the project will be assessed, including unusual soil conditions, erosion, and seismic hazards. o Traffic Enclineering The design of the traffic signal modifications and pavement markings will be prepared by Meyer Mohaddes, and will include the following tasks. a.Gather Data: The following information will be gathered. (1) (2) (3) (4) Design standards arid guidelines As-built traffic signal plans Pertinent traffic studies Available traffic counts Traffic Counts: Patterson Associates will conduct 24 hour machine counts (for four approaches), and peak hour (a.m. and p.m.) turning movement counts. These counts will be used for environmental assessments. Cruise speed (6)Constrained volumes (7)Estimated future (2010) volumes. The Consultant will contact the County to obtain existing model outputs for a.m. peak hour and daily traffic levels.for year 2010 (T2010 Congestion Management Plan), or the Congestion Management Agency, to obtain pertinent existing data on future forecasts. With this information, the Consultant will estimate future (2010) values for the above variables. ~ If suitable future forecasts are not readily available, additional services will be required to develop such data. This scope assumes no formal traffic forecasting or modeling. Geometrics and Alignment: Outline project geometrics, lane assignments and alignment. Proper transition between existing lanes and new lanes will be primary focus of the review. -WB-50 truck turning templates will be used for all turning radii, especially the radii of the dual left turn lanes. Alignment of through lanes and crosswalk, and curb ramp locations will make sure that signal operations and pedestrian and vehicletraffic will be handled efficiently and safely. Preliminary Design: A conceptual traffic signal plan will be produced. The plans.will depict an 8 phase quad left turn traffic signal operation. Left turn signals will be shown mounted on signal mast arms. Proposed striping will be shown, .including the guide stripes for the dual left turn movements through the intersection. The placement of all traffic signal heads for the dual left turn movements through the intersection will be included. The placement of all traffic signal poles as well as the location of the controller and detector loops will be shown on this submittal. Traffic Engineering Report: The results of Tasks B.5.a. - B.5.c. will be documented in a report. design items noted above will be incorporated into ’the Scope of Work - Page Mill/Foothill Intersection Exhibit A Design Services Page 8 St Preliminary Design,Documents discussed below. Flow Calculations for Storm Drainage Design The following tasks will be conducted to define drainage modifications required for the existing drainage system at the intersection. a. Review available plans and calculations for existing adjacent storm drainage facilities (supplied by others) for evaluation of tie-in to existing system. b.Update calculations to check for available capacity in existing adjacent system(s) to receive additional runoff. Calculate runoff from project area. Calculate size and grades of required storm drainage system. Co e. Prepare drainage report summarizing the criteria, . assumptions, and calculated results. Preliminary Design Plans, Specifications and Estimate (10% PS&E) Based upon the traffic study review, environmental assessment, topography and right-of-way surveys, Nolte and Associates will prepare a preliminary design package, generally consisting of the following elements. a.Plans: (1)Improvement Plan: The 20-scale plan will use an aerial planimetric as a base, and will show existing conditions, new roadway geometrics and alignments, existing and proposed right-0f-way acquisitions with adjoining. properties shown, and approximate new improvements including striping. Sco~e of Work - Page Mill/Foothill Inters~tion Exhibit A Design Services Page 9 o (2)Signal Plan: The 20-scale traffic signal modification plan will generally show the new signal layout on an aerial planimetric base. (3)Construction. Staging Plan: A 40-scale plan for construction allowing continuous traffic and signal operations during the construction work. Specifications: Outline special provisions, which will make appropriate references to the County of Santa Clara and Caltrans technical specifications, will be prepared along with a proposed format and numbering scheme. These will ultimately be combined with the City of Palo Alto general provisions to create the Bid Documents. Co Preliminary Opinion of Construction Cost: Order-of-magnitude aggregate system costs will be prepared for.major items of construction, along.with a preliminary work breakdown,, and reviewed with City staff. A preliminary opinion of probable construction cost will then be prepared based on the approved aggregate unit costs. Back-up calculations, criteria, and findings relating to the basis of preliminary design will be prepared andsubmitted in 3 copies. Community Liaison Ron Benoit & Associates will schedule and attend three (3) meetings with the Consultant project manager or project engineer, to inform community members about the project, and seek feedback. This will involve presentation of the exhibits prepared in Task B.7.a.(1) above to the following agencies or groups, and will culminate in a brief summary report of findings. .Stanford University Planning Department. Stanford Industrial Park. Frenchman’s Hill Homeowners’ Association. Written comments on the draft will be incorporated into the final report and submitted in 10 copies for presentation to City approval bodies. This report will provide the basis for approval to move forward into the Construction Documents Phase. Approval Meetings The consultant (with subconsultants) will prepare for and attend three (3) meetings to present the findings of the Preliminary Design Phase. The objective of this task is to gain approval from the City to carry forward to Construction DocumentsPhase. The following tasks are included. Presentation Materials: After conforming format requirements with City staff, the consultant will prepare one (1) colored sest of plans for the project (six (6) sheets), and flip charts With bullet summaries of key elements (approximately 5 pages). Attend Meetings: The consultant will attend three formal approval meetings to make formal presentations of Preliminary Design Phase.. Construction Documents Phase The Construction Documents will be prepared in three stages of completion: 50%, 95%, and 100%; to precisely lay out the construction necessary for the project. Landscaping and Irrigation Review of Pr:eliminary-Design Plans, Specifications and Estimate (10% PS&E) .- General: Consultant will review in .detail available agency comments on the Preliminary documents, andother related material. A series of meetings (up to 3) with the City, County and Stanford will be held to review current criteria and expectations. A summary report will serve to update thework done to date and reflect changes in standards, concepts, etc., that may have occurred since the project-was put on hold in 1994. This report will be in letter format and serve to only highlight exceptions to work previously completed. Landscaping.and Irrigation (Ron Benoit Associates): The following landscape architecture work .will be required tO update and .complete the preliminary landscape design: (1) Review the client’s design requirements, visit the site, and meet with the design team to discuss refinement of the .design. (2)Complete a preliminary design .plan showing the modifications to the existing medians and landscape proposals to blend with adjacent¯ property development. A "gateway" tree planting will be studied at Page Mill’s entry to Palo Alto. These design plans will be suitable for client review and planning submittal. These plans will address each area of the project and include a Scope of Work - Page Mill/Foothill Intersection Exhibit A Design Services Page 12 and irrigation services are recommended list of plant materials requirements. The following landscape exhibits and anticipated: ¯Site Landscape design plan at 1"=40’ ¯Detail drawing showing enlargements at typical -medians. ¯Preliminary irrigation analysis ¯Preliminary.landscape opinion of cost ¯One presentation to City agency o.Community liaison: 3 meetings/presentations to inform Stanford community of current work status. Co Supplemental Design Surveys: In order to accomodate changes in design, the addition of landscaping, and to verify key conform elevations, Consultant will perform supplemental design surveys. A maximum of 3 days of a two- person survey crew will be used for this task. Base maps will be updated accordingly per!this information. .Soils Investigation To provide soils information required for design work, consultant shall provide the following: ao Review available data on existing pavement section, assess existing pavement performance, and assess surface drainage conditions. This task will be conducted using available as-built drawings from the County. Selectively sample anticipated pavement subgrade material for R-value testing. It is expected that samples will be taken at 4 selected locations depending on soil consistency, and the results from Coring. c.Perform R-value testing on selected omsite soii samples. d.Design and recommend overlay thicknesses and alternate Scope of Work - Page Mill/Foothill Intersection Exhibit A Design Services Page 13 structural pavement sections based on Traffic Indices established in cooperation with the County of Santa Clara. For fill areas, provide pavement alternatives for a soil subgrade constructed using native soil as well as fo~ assumed R-values of import, as necessary. eo Prepare geotechnical, recommendations for site preparation, grading and compaction of the new pavement subgrade. f.Prepare .a written report summarizing findings and recommendations for alternate vehicle pavement sections. Environmental Support The draft document will be circulated by DJP&A to the appropriate review agencies. This will be a spreadsheet prepared using Excel. 6 sets of PS&E will be submitted to.the City for distribution and review. - Back-up calculations, criteria, and findings relating to the basis of preliminary design will be prepared and submitted in 3 copies. If additional plans or other requirements are identified, such .requirements will be considered additional services. 95% Plans, Specifications, and Estimate (95% PS&E) The 95% documents-’are envisioned as complete, checked documents for final review and approval by the City. Following receipt of a single, unified and cross-checked set of written review comments and a single, unified set of red-marked PS&E from the City for the 50% submittal, the Consultant will review all comments and prepare written responses for resolution before proceeding with revisions and production: . a. Approval Meetings The consultant (with subconsultants) will prepare for and attend four (4) meetings to present the findings of the Construction Documents Phase. The objective of this task is to present and gain approval from City staff and the Architectural Review Board (ARB) meetings are envisioned at the 50%, 95%, and the 100% levels of completion. Consultant will prepare exhibits from copies of project deliverables for these meetings (i.e., no new or special exhibits are required for. these meetings). Pro.iect Management. The Consultant shall designate a Project .Manager who will. be responsible for initiating the work,, implementing .the project management procedures and controls, and maintaining effective communications among the City, County, and other involved consultants, agencies and organizations.. a, Project Work Plan The Project Work Plan shall include the following: . (1) Project Design Criteria Consultant will document agreed-upon design criteria for each of theproject elements, updating these criteria as the design progresses. (3) Project Schedule Consultant will update and maintain the project schedule that details activities of each task in an appropriate time frame consistent with the goals of project. (4) Budget Consultant will utilize his internal management information system (MIS) to. track project budgets vs.. progress and schedule and notify the City of areas of concern. (5) Project Filing System Consultant .has developed and will maintaina project file system. b. Agency Coordination Consultant will contact or meet with City, its consultants, and the County to coordinate technical aspects of the project, determine agency processing requirements and discuss any permit processes that may apply. Throughout the project the Consultant Project Manager will be the coordinator with the affected agencies. Meetings Consultant will prepare for and attend meetings as listed below. Bidding Phase Services During the bidding phase, the Consultant will be available to assist the City, at the request of the City, to clarify the intent of the design documents. The budget for this phase is based on an estimated bidding phase period of 16 weeks, from completion of 100% documents to award of contract, and an allowance of 6 person-hours per week, plus 8 person-hours to prepare for and attend one pre-bid meeting. Construction Phase During the Construction Phase, the Consul,antwill be available to assist the City, at the request of the City, to clarify the intent of the design documents according to the provisions of the Agreement. The budget for this phase was estimated based on a total estimated construction phase period of 36 weeks, from award of Construction to completion of construction, and an allowance of 8-person hours per week, plus biweekly site person-visits, plus weekly project site person- meetings.
