Amendment to Extend Temporary Employment Services Agreements
with Kelly Temporary Services, Inc., Roberta Enterprises, Inc., and
Wollborg-Michelson Personnel Services, Inc.
REQUEST
This report requests the Council’s approval of proposed amendments to the existing temporary
employment services agreements with Kelly Temporary Services, Inc., Roberta Enterprises,
Inc., and Wollborg-Michelson Personnel Services, Inc. to extend these contracts through
August 31, 1997.
RECOMMENDATIONS
Staff recommends that Council approve the extension of the temporary employment services
agreements with.Kelly Temporary Services, Inc., Roberta Enterprises, Inc., and Wollborg-
Michelson Personnel Services, Inc. through August 31, 1997 at the current rates.
POLICY IMPLICATIONS
These contract amendments do not represent any change t° existing City policies.
EXECUTIVE SUMMARY
The City uses temporary employment services where agency employment is more cost effective
and efficient than hiring temporary employees directly onto the City payroll. For the past 3 ½
years, the City has had three agencies under contract to provide temporary employees to City
departments on an as-needed basis: Kelly Temporary Services, Inc., P~oberta Enterprises, Inc.,
and Wollborg-Michelson Personnel Services, Inc. All three agencies provide the same basic
services and all three contracts were negotiated with the same overhead rates. Having three
contracts assures that theagencies remain competitive in terms of providing the highest quality
service and temporary employees, as City departments are free to select any one of the three
contracted agencies to fill their staffing needs.

In response to departmental needs, the Human Resources Department (HRD) staff is working
to expand the scope and types of services to be provided under the City’s temporary
employment services agreements. The City has issued a Request For Proposal for new
temporary staffing services and is reviewing the bids that were submitted. The services
requested include:l) temporary staffing for specialized areas such as information technology,
finance/accounting, and engineering; and 2) establishing a pool of temporary clerical/admini-
¯ strative staff who have a fami!iarity with. City departments and their programs, policies and
systems. In light of the complex scope and broader types of services that were requested, the
proposed extension will provide the additional time needed to properly evaluate the bids, select
the vendor(s), and to negotiate the best possible set of contracts for the City.
FISCAL IMPACT
No additional funding is required for these contracts as temporary employment services are
budgeted in departmental budgets each year.
ENVIRONMENTAL ASSESSMENT
This is not a project under the California Environmental Quality Act

part, to read as follows:
"This agreement shall shall continue in full
force and effect until August 31, 1997, or until
terminated as provided herein."

provisions of. the Contract, including any exhibits and subsequent
amendments thereto, shall remain in full force and effect.
