HomeMy WebLinkAbout1997-04-22 City Council (24)City of Palo Alto City Manager’s Report TO: FROM: HONORABLE CITY COUNCIL CITY MANAGER DEPARTMENT: Planning and ¯ Community Environment DATE:April 22, 1997 CMR:207:97 SUBJECT:Budget Amendment Ordinance (BAO) for the Interim Historic Program and Permanent Historic Inventory, FY 1996-97 REQUEST This report forwards to Council a Budget Amendment Ordinance in the amount of $201,000, of which $16,000 is for contract planning services to implement the Interim Historic Rcgnlations for the remainder of 1996-97 fiscal year, and $185,000 is for contract services to prepare the Updated Historic Inventory in Fiscal Year 1996-9.7. RECOMMENDATIONS Staff recommends that the Council approve the attached BAO in the amount of $201,000.00. POLICY IMPLICATIONS This report implements policy direction given to staff at the Council meeting of October 28, 1996 and on April 7, 1997, to continue to implement the Interim Historic Program .and to proceed with urgency to update the Permanent Historic Regulations and Historic Inventory. At the meeting of April 7, Council directed staff to retum with this budget request. EXECUTIVE SUMMARY Staff informed the Council in CMR: 194:97 that the Interim Historic Program would run over the original cost estimates in 1996-97 by $16,000, and in Fiscal Year 1997-98 by $10,000. Additionally, the Permanent Historic Inventory has yet to be funded, and will cost $175,000. On April 7, 1997, Council made one addition to the Draft Scope of Services, adding in a task to include four community workshops: two for the community at large, one targeted for the real estate profession, and one for the architectural/design professions. It is estimated that this addition to the scope of services will require another $10,000 beyond the cost estimate for the contract provided in CMR:194:97, bringing the total for the Permanent Historic Inventory to $185,000. Council also directed staff to .proceed with the necessary budget amendments to achieve the interim and permanent assignments. The full $185,000 for the CMR: 207:97 Page 1 of 2 Historic Inventory Update and workshops is included in this BAO. Another $47,000 for the permanent Historic Regulations is available in the 1996-97 Planning Department budget for this purpose. ALTERNATIVES An altemative to funding the Interim Program and Permanent Regulations Update would, be to postpone them. Another alternative would be to fund these programs at a higher or lesser spending level. FISCAL IMPACT The BAO for $201,000 will be funded from the General Fund Budget Stabilization Reserve. ENVIRONMENTAL ASSESSMENT Hiring of contract planning assistance is not a project under CEQA. STEPS FOLLOWING APPROVAL StaffhaS proceeded with the consultant selection process for the Permanent Regulations and Inventory. The update of the regulations and inventory will continue into 1997-98. The Interim Historic Program will also continue into the next fiscal year, probably requiring extension beyond the November 1997 termination date. A progress report will return to Council prior to the Interim Regulations expiration, in September of 1997. ORDINANCE OF THE COUNCIL OF THE .CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1996-97 TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE INTERIM REGULATIONS FOR DEMOLITION OF RESIDENTIAL STRUCTURES CONSTRUCTED PRIOR TO 1940 AND FOR THE PERMANENT HISTORIC PRESERVATION ORDINANCE AND HISTORIC INVENTORY WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 24, 1996 did adopt a budget for fiscal year 1996-97; and WHEREAS, on O~tober 28, 1996, Council approved Ordinance No. 4382, which provided the initial appropriation of $75,000 to implement the interim regulations for demolition of residential structures constructed prior to 1940; and WHEREAS, due to increased review activity an additional $16,000 is needed to supplement the current contract wit.h the preservation architect; and WHEREAS, in order to implement a Permanent Historic Ordinance and Historic Inventory, $185,000 is needed for consultant Services; and WHEREAS, City Council authorization is needed to amend the 1996-97 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION i. The sum of Two Hundred One Thousand Dollars~ ($201,000) is hereby appropriated to non-salary expenses in the Developmental Review Functional Area in the Planning Department. SECTION 2. This transaction will reduce the Stabilization Reserve from $~0,283,114 to $20,082,114. Budget SECTION 3. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 4 This is not a project for purposes of the California Environmental Quality Act.. SECTION 5. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
