SUBJECT:Referral of the Annual Community Development Block Grant
Funding Recommendations and Draft Annual Action Plan to the
Finance Committee
REQUEST
Council action is requested to refer the annual Community Development Block Grant
(CDBG) funding allocations and the draft annual "Action Plan" to the Finance Committee.
¯ The report on the recommended allocations will be available to the Council in their packet
of April 10, 1997.
RECOMMENDATIONS
Staffrecommends that the City Council refer the annual CDBG funding allocations and draft
annual "Action Plan" to the Finance Committee’s April 15, 1997 agenda.
BACKGROUND
Staff and the CDBG Citizen’s Advisory Committee have completed their review of funding
applications and applicant agencies, and will present their recommendations in the April 10
City Council packet for consideration by the Finance Committee at the April 15, 1997
Finance Committee public heating. The Finance Committee funding recommendations will
be brought back to Council for consideration at a May 12, 1997 public hearing.
POLICY IMPLICATIONS
Referral of the CDBG funding allocations and draft annual "Action Plan" to the Finance
Committee is consistent with Counci! policy.

FISCAL IMPACT ......
Expenditures under the CDBG Program will be reimbursed from federal funds through the
U.S. Department of Housing and Urban Development.
ENVIRONMENTAL ASSESSMENT
California Environmental Quality Act (CEQA) and National Environmental Policy Act
(NEPA) determinations will be stated in the staff report forwarding the Citizen’s Advisory
Committee and staff funding recommendations.
