EXECUTIVE SUMMARY:
On March 17, 1997, the City of Palo Alto was notified that its 1996-98 Mission Driven
Budget had received the Distinguished Budget Presentation Award from the Government
Finance Officers Association (GFOA). This is only the second time that the City’s Budget
has been recognized by this national organization, although the Budget has received
recognition from the California Society of Municipal Finance Officers for several years.
GFOA’s announcement emphasizes that, "The award is the highest form of recognition in
governmental budgeting. Its attainment represents a significant achievement by your
organization."
In order to receive the budget award, the City had to satisfy nationally-recognized guidelines
for effective budget presentation, including how well the budget serves as:

a policy document
a financial plan
an operations guide
a communications device
Budget documents must be rated proficient in all four categories to receive the award.
