SUBJECT:Amendment to Library Budget Authorizing Receipt and Expenditure
of Public Library Fund Monies - Budget Amendment Ordinance
REOUEST
This report requests that Council approve a budget amendment for the expenditure of Public
Library Fund monies received from the California State Library for replacement of equipment
and furniture.
RECOMMENDATIONS
Staff recommends Council approval of the attached Budget Amendment Ordinance to reflect
the receipt and appropriation of Public Library Funds in the amount of $34,207.
POLICY IMPLICATIONS
There are no policy implications related to this report.
EXECUTIVE SUMMARY
Since fiscal year 1983/84, the Public Library Fund, authorized by state law and supported
annually through the Governor’s budget, has been distributed to public libraries in California.
Eligibility to receive funding requires certification of local revenue appropriated for public
library service to demonstrate the maintenance or increase of local support compared to the
previous fiscal year. A formula based on population and financial support per capita determines
how much funding each jurisdiction receives. The funds may not be used for building
construction.

The library applied for, and has received, funding from the Public Library Fund, in the mount
of $34,207. Staff proposes that these fimds be used for an improved desk for the Palo Alto
Historian’s use with the Palo Alto Historical collection, preservation and security supplies for
collections, public focus group facilitation expenses, shelving to accommodate special
collection needs (e.g., Spanish and Russian language materials), replacement of "classic"
heavily used picture books, hourly assistance to reduce backlog in cataloging of new materials
and replacement of video cleaning equipment.
FISCAL IMPACT
Staffhas planned use of Public Library Funding for this project and has not budgeted funds in
the operating budget.
ENVIRONMENTAL ASSESSMENT
This program is not a project as defined by the California Environmental Quality Act and is not
subject to its requirements.

ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1996-97 TO
PROVIDE AN ADDITIONAL APPROPRIATION FOR THE COMMUNITY
SERVICES DEPARTMENT IN RECOGNITION OF RECEIPT OF FUNDS
FROM THE PUBLIC LIBRARY FUND OF THE STATE LIBRARY
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June
24, 1996 did adopt a budget for fiscal year 1996-97; and
WHEREAS, the State’s Public Library Fund distributes funding
through the State Library to be used by local jurisdictions for any
library-related purpose except building construction; and
WHEREAS, the Community Services Department applied for and
received a grant from the State Library’s 1996-97 Public Library
Fund to be used for furniture, equipment, collection needs and
supplies, expenses associated with public focus groups, and to
reduce the backlog in cataloging new materials; and
WHEREAS, the grant received from the State’s Public Library
Fund is $34,207; and
WHEREAS, City Council authorization is needed to accept and
expend the grant receipts; and
WHEREAS, City Council authorization is needed, to amend the
1996-97 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City Of Palo Alto does
ORDAIN as follows:
~. Grant revenue in the Library Functional Area of the
Community Services Department is increased by the sum of Thirty Four
Thousand Two Hundred and Seven Dollars ($34,207) for receipt of the
Public Library Funds.
~LT~. The sum of $31,907 is hereby appropriated to non-
salary expenses in the Library Functional Area of the Community
Services Department and the sum of $2,300 is hereby appropriated to
salary exPenses in the Library Functional Area of the Community
Services Department.
SECTION 3.This transaction will have no impact on Reserves.
SECTION 4:As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 5. The Council of the City of Palo Alto hereby finds
that this is not a project under the California Environmental
Quality Act and, therefore, no environmental impact assessment is
necessary.
SECTION 6. As provided in Section 2.04.350of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
