SUBJECT:GOLF COURSE IMPROVEMENT PROJECT: RFJECTION OF
CONSTRUCTION BIDS FOR INTERIM IMPROVEMENTS
Staff requests that Council reject the bids received and direct staff to proceed to revise the
scope of work and rebid the project.
RECOMMENDATIONS
Staff recommends that the Council:
1.Reject all bids received for construction.
2.Direct staff to reduce the project scope and rebid the work.
POLICY IMPLICATIONS
The project is in accord with the adopted Golf Course Master Plan.
EXECUTIVE SUMMARY
In accord with the Golf Course Master Plan (CMR:248:95), staff has proceeded with the
design of golf course improvements which will conclude this fiscal year. The construction
contract is scheduled for award by July 1997. Exhibit A details the project schedule.
To provide continued use of 18 holes .of golf during construction, interim tees and greens
need to be installed. The contracted scope of work includes earthwork and regrading for
eight interim tees and nine interim greem. Golf Course staff will work closely with the
contractor and will modify the irrigation heads and resod the graded areas as the contractor
completes the work.
Design of the interim improvements was completed in February 1997 and bids were solicited
on March 4, 1997. Three bids were received, with the low bid of $138,750 being $49,250

over the construction estimate of $89,500. Based on conversations with the contractors and
the golf course consultant, it was found that the bids were. higher than expected, due in part
to increased cost of materials, especially sand which is the major component of the
improvements.
Due to the excessive difference in the low bid and construction estimate, staff recommends
rejecting all bids. To compensate for the higher cost of materials, staff is reducing the amount
of sand by substituting onsite soil for sand in areas of the temporary tees and deleting sand
capping around the temporary green #6. The changes will result in more effort required by
in-house staff for the future removal of the temporary tees and a delay in sand capping the
area around temporary green #6 until the construction of the permanent improvements. These
two changes and other slight modifications .to the design should lower the cost of the project
to below the construction estimate. "
FISCAL IMPACT
There is no fiscal impact.
ENVIRONMENTAL ASSESSMENT
Council approved a Mitigated Negative
(CMR:248:95).
