SUBJECT:Confirmation of Appointment of Emily Harrison as Assistant
City Manager
This report requests Council confirmation of the appointment of Emily Harrison as
Assistant City Manager.
RECOMMENDATIONS
I recommend that the City Council confirm the appointment of Emily Harrison as Assistant
City Manager for the City of Palo Alto effective March 17, 1997.
POLICY IMPLICATIONS
The recommended action is in accordance with the Municipal Code (Section 2.08.020),
which requires Council confirmation for the City Manager’s appointment of the Assistant
City Manager.
EXECUTIVE SUMMARy
I am pleased to present for confirmation the appointment of Emily Harrison as Assistant
City Manager. Emily. comes to this position as the outstanding candidate from a strong
field of exceptionally qualified f’malists who emerged from a ninety-day selection process
originally including more than 150 applicants. Emily is uniquely qualified for this
position, having honed her skills and achieved many successes as Deputy City Manager
for Administrative Services since 1995 and previously as Director of Finance. Her
accomplishments include establishing the new Administrative Services Department and
implementing the Mission Driven Budget.
Emily came to the City of Palo Alto in 1987 from San Jose, where she was Chief of
Accounting, and has held previous fmance positions with the City of Orange and Anaheim
Savings. Emily holds a Masters of Public Administration degree from San Jose State
University and a B.A. degree from UC, Riverside. Emily is an energetic and excep-
tionally qualified manager who is devoted to public service. She will serve the community
and Council well and is highly recommended.
