SUBJECT:Submittal of a Proposal for Packard Foundation Volunteers for
Cities Project Grant
REQUEST
Council action is requested to approve the submittal of a grant request from The David and
Lucile Packard Foundation for the Volunteers for Cities Project.
RECOMMENDATIONS
Staff recommends that the City Council approve, and authorize the Mayor to write a letter
of support for, the submission to the Packard Foundation requesting a grant to fund the
Citywide volunteer program for an additional two years.
EXECUTIVE SUMMARY
On June 12, 1995, Council granted approval to apply for funds from The David and Lucile
Packard Foundation for the Volunteers for Cities Project. An award in the amount of
$35,000 was granted on September 11, 1995. The funding was used to pay the annual salary
of a 32-hour per week Coordinator of Volunteer Services hired in .February 1996 ($30,000)
and to fund the supplies and materials needed to support the functions undertaken by this
position ($5,000). Under the supervision of the City Manager’s Office, the Coordinator has
been responsible for implementing a Citywide volunteer program. This program involves
assessing the volunteer needs in each department, particularly those which have made limited
use of volunteers in the past, and then developing the tools to recruit, train, monitor and
manage the program volunteers. Begun in February 1996, the volunteer program has been
effective, and staff has the opportunity to apply for two more years of funding. As the
proposal has not yet been finalized, no attachment is provided. However, the proposal will
request $80,000 to continue to fund the Coordinator’s salary and supplies and materials for
an additional two years.
FISCAL IMPACT
The two-year grant request, if successful, will not affect the City’s proposed 1997-78 General
Fund Budget. For future years, it is hoped that economies of scale realized by the

development of an enhanced Citywide volunteer component may result in long-term cost
savings.
ENVIRONMENTAL ASSESSMENT
The proposed grant submission is not a project under the California Environmental Quality
Act; therefore, no environmental assessment is required.
