RECOMME~ Staff recommends that the City Council adopt the attached Budget Amendment Ordinance accepting the California Arts Council Grant of $8,035 into the 1996-97 Arts and Culture Division’s Visual Arts Program budget for the exhibition and education programs at the Palo Alto Cultural Center. This staff report indicates no policy implications EXECUTIVE SUMMARY The Califomia Arts Council has awarded previous grants to the Visual Arts Program of the Palo Alto Cultural Center in support of exhibitions and related arts programming. These funds have been designated for general operating support in cultural presentations, publications, and public relations. The aim of the grant funding will be to strengthen the quality and visibility of the exhibition and education program, and thereby increasing the audience for the Visual Arts. EISCAL IMPACT No fiscal impact. The California Arts Council Grant provides matching funds for exhibitions, equitable artists’ and lecture fees, outreach and public relations materials, and exhibition and workshop/studio supplies and materials. The funds necessary to match the grant have been budgeted in the Visual Arts major activity budget for 1996-97. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1996-97 TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE COMMUNITY SERVICES DEPARTMENT TO RECEIVE MATCHING GRANT FUNDS FROM THE CALIFORNIA ARTS COUNCIL WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 24, 1996 did adopt a budget for fiscal year 1996-97; and WHEREAS, support for the visual arts is an important goal of the City of Palo Alto; and WHEREAS, the California Arts Council awarded the Visual Arts program of the Community Services Department a matching grant of $8,035 for exhibitions and education programs at the Palo Alto Cultural Center; and WHEREAS, the funds necessary to match the grant have been included in the Arts and Culture Functional area budget for 1996- 97; and WHEREAS, City Council authorization is needed to accept and expend the grant receipts, and to amend the 1996-97 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows~: SECTION i. The sum of Eight Thousand Thirty-Five Dollars ($8,035) is hereby appropriated to non-salary expenses in the Functional Area Arts and Culture in the Community Services Department, and Grant Revenue is correspo@dingly increased. This transaction will have no impact on reserves° ~_T~. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 4. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTIQN 5. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
