HomeMy WebLinkAbout1998-12-14 City Council (24)City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: PUBLIC WORKS DATE:DECEMBER 14, 1998 CMR:457:98 SUBJECT: STATE RECOGNITION FOR WASTE DIVERSION EFFORTS This is an information report and no Council action is required. BACKGROUND The California Integrated Waste Management Act of 1989 (AB939) required each jurisdiction to create and implement waste reduction plans (Source Reduction and Recycling Element [SRRE] and Household Hazardous Waste Element [HHWE]) to achieve a minimum of 25 percent reduction by 1995 and 50 percent by the year 2000. Starting in 1995, each jurisdiction was required to submit to the California Integrated Waste Management Board (Board) an annual report on program implementation status and disposal reduction achievements. The Board is required to conduct biennial reviews, which is an independent evaluation, to determine each jurisdiction’s progress in program implementation. On June 24, 1998, the Board determined in its first biennial review that the City of Palo Alto successfully implemented its SRRE and HHWE and had in fact already exceeded the year 2000 goals. DISCUSSION In conjunction with the national event "America Recycles Day," the Board recognized cities throughout California who successfully passed their first biennial review. The cities of Mountain View, Sunnyvale, and Palo Alto received their award at the SMART Station on November 14, 1998. Individual certificates of commendation were presented to each city’s representative for successfully implementing the programs necessary to achieve the first waste diversion milestone established by AB939 and for dedication to environmental protection and resource conservation.
