BACKGRO,UND The purpose of this report is to correct information Council previously received in CMR:433:98, which summarized the 1998 Shoreline concert season. That report did not reflect complete information about all the concerts and associated noise complaints. This report provides the corrected total number of concerts that exceeded the 45 or more valid complaints threshold and the total number of complaints received for the year. DISCUSSION The information about the 1998 Shoreline Amphitheatre Schedule and the associated noise complaints received by the City of Palo Alto originally provided to the Mayor and the City Manager’s Office did not contain two concerts that exceeded the 45 valid complaint threshold. At the time the information was requested, staff had not yet processed the answering machine tapes of two concerts that resulted in numerous complaints. After each concert, Police staff checks the tapes to determine if any complaints were received. If the tape indicates complaints were received, the tapes are reviewed to determine the number of valid complaints that will be recorded. In order for a complaint to be considered valid, the caller’s name, address, and phone number must be included in the. message. This information is transcribed and entered into a database. Due to the time CMR:453:98 Page 1 of 2 needed to complete this process for concerts that result in numerous complaints and other workload that were of a higher priority, this last year, Police Department volunteers assisted in completion of this task. As a result, the complaints from two concerts were not transcribed as quickly as previous years. Data from these two concerts was, therefore, not provided to the Mayor and the City Manager’s Office and staff inadvertently neglected to advise them of that fact. The initial staff report on the 1998 concert season was drafted without that data. The two concerts included the following: August 28 August 30 H.O.R.D.E. Festival Metallica 79 complaints 74 complaints 59 valid complaints 56 valid complaints With the information from these additional concerts, there was a total of three concerts, not one that was reported in CMR:433:98, which exceeded the 45 complaint threshold and the actual total of valid complaints for the entire season was 255 compared to the previously reported 147. Staff apologizes for this oversight.
