HomeMy WebLinkAbout1998-12-07 City Council (14)City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: ADMINISTRATIVE SERVICES DATE:DECEMBER 7, 1998 CMR:452:98 SUBJECT:APPROVAL OF AMENDMENT NO. 7 TO CONSULTING SERVICE CONTRACT $3036240 BETWEEN THE CITY OF PALO ALTO AND GEODESY FOR GEOGRAPHIC INFORMATION SYSTEM APPLICATION DEVELOPMENT RECOMMENDATION Staff recommends that Council approve and authorize the Mayor to execute the attached Amendment No. 7 to Contract $3036240 with Geodesy in the amount of $40,000 for software application development associated with the Geographic Information System (GIS). BACKGROUND The GIS project was originally approved in August 1989. This project is a joint effort of the Administrative Services, Utilities, Public Works, Planning, Fire and Police Departments. A contract for the creation of a citywide basemap was awarded in April 1993. Charles Eitzel, a partner in Geodesy, has been closely involved with the City from the initial benchmark testing in 1989 with McDonnell Douglas Corporation to Geodesy’s current contract for application development and database design. Application development continues, with a primary focus on facilitating end-user interaction with the GIS by providing menu-driven access to frequently used functions. The goal of providing menu selections for commonly used functions is to allow casual users to interact with the GIS and reduce the amount of training required for productive use of the system. DISCUSSION On June 22, 1998, Council approved Amendment No. 6 to Contract $3036240 for software application development associated with the GIS. This contract amendment (Amendment No. 7) expands Geodesy’s scope of services and increases the contract value by an additional $40,000. These expanded services include producing an interface for accessing GIS data at the new development center, an emergency response application for the Emergency CMR:452:98 Page 1 of 2 Operations Center and potential integration of GIS with a Permit Information Tracking application, currently in the process of being acquired. RESOURCE IMPACT The contract amendment will be in the amount of $40,00.0 and the funds are included in the FY 1998-99 Budget, CIP Projects 19618, 19516 and 97582. POLICY IMPLICATIONS This amendment does not represent any change to existing City policies. TIMELINE The scope of services will be completed by June 30, 1999. ENVIRONMENTAL ASSESSMENT Approval of this contract amendment does not constitute a project under the California Environmental Quality Act (CEQA), therefore, no environmental assessment is required. RECITALS : WHEREAS, CITY and CONTRACTOR have entered into Contract No. $3036240 for certain application software development services associated with the support of CITY’s Geographic Information System and its conversion ("GIS"), and it has been amended from time to time; and WHEREAS, CITY and CONTRACTOR desire to modify their contract to reflect a new scope of services, a modified compensation scheme, and a term of services; NOW, THEREFORE, in consideration of the following terms, conditions, and covenants, the parties agree as follows: SECTIQN I. Section 3.1 of the Agreement is hereby amended to read in accordance with the terms of new Exhibit A, attached hereto and incorporated herein by this reference. ~. Section 4 of the Agreement is hereby amended in its entirety to read as follows: "For the full performance of the services described herein by CONTRACTOR, CITY shall pay CONTRACTOR a total sum not to exceed One Hundred Ninety-Nine Thousand Seven Hundred Ninety Dollars ($199,790), payable at the rate of One Hundred Dollars ($i00) per hour, upon submission by CONTRACTOR of its itemized billings in triplicate, in accordance with the terms of the new Fee Schedule, attached hereto as Exhibit "B" and incorporated herein by this reference." WITNESS my hand and official seal. 3 981106 syn 0071554 Exhibit A Development Proposal for Pin Mapping and Customer Service GIS Applications Overview In this document, Geodesy proposes the development of two GIS applications for the City of Palo Alto: Pin Mapping and Customer Service. The Pin Mapping application will allow the City to place graphic symbols on their GIS maps just as they might place pins on a paper map. The location, meaning, and depiction of these digital pins will be completely under the control of the Pin Mapping application user. Pin Mapping is initially intended for use by the Fire Department in support of their emergency management activities. The Customer Service application replaces the current PCPipe/GDS based Customer Service casual user application so that a local graphic data store may be used. This application displays the City’s map data, provides for the construction of lists of parcels for purposes of notification, and outputs maps in the form of screen captures and plots. Deliverables Both applications will be developed under Visual Basic using the Windows API for graphic display and BLOBS (Binary La~rge Objects) held in Microsoft Access tables as the store for the spatial data. This application will extend the capabilities of the Windows API proof-of-concept application, developed by Geodesy in September, 1998. The current capabilities include: ¯pan, zoom, measure and query, ¯key map pan and zoom, ¯ad-hoc definition of the map view contents, and ¯pan to a selected address, parcel, street intersection or Block Book page. Extensions to provide pin mapping capabilities include: ¯plotting with frames and titles to any Windows supported printer or plotter, ¯setting feature color and line-styles based on feature attribute values, ¯building and modifying lists of pin locations through clicks on the map or by selecting addresses from a form, ¯saving and recalling pin location lists under user defined names, ¯assigning symbology for pins based on feature attribute values, and ¯displaying the pin symbols on the map. Extensions to provide front counter Customer Service capabilities include: ¯building, editing, saving, recalling and deleting lists of parcels, and ¯using buffer polygons or user-defined polygons to create parcel lists. The pin mapping application will also be able to display pin Symbols for the address-based data which is managed in the Permit Information Tracking System (PITS). PITS is currently under development and is expected to be operational within the next year. Price The price for both applications and the PITS integration is $40,000. The cost basis is 400 hours at a rate of $100.00 per hour. Time will be billed on a monthly basis for hours worked. Statement of Responsibility While Geodesy will make every reasonable effort towards providing complete professional services, Geodesy can not be held liable for any indirect, special or consequential damages arising from its work, even if Geodesy has been advised of the possibility of such damages.
