HomeMy WebLinkAbout1998-10-19 City Council (7)City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL 3 FROM:CITY MANAGER DEPARTMENT: UTILITIES DATE:OCTOBER 19, 1998 CMR:396:98 SUBJECT:BID REJECTION TO POWER ENGINEERING CONTRACTORS FOR THE RESERVOIR UTILITY ACCESS ROAD AND SITE MAINTENANCE PROJECT - CIP#33306 RECOMMENDATION Staff recommends that Council reject the bid for the Reservoir Utility Access Road and Site Maintenance Project - Capital Improvement Program (CIP) No. 33306 submitted by Power Engineering Contractors in the amount of $262,826. DISCUSSION .... Project Description This project was to complete the final site maintenance of the City water reservoir sites and to install cathodic protection in the steel reservoirs. Specifically the work to be performed under the contract was furnishing and installing a galvanic cathodic protection system, installation of 1-1/2 inch of asphaltic concrete pavement overlay over the existing site pavement, fence repair work, and booster station roof repair work at the following reservoir and booster station sites: Corte Madera, Boronda, Park, Dahl, and Monte Bello. Bid Process Notices inviting formal bids for the Reservoir Utility Access Road and Site Maintenance Project were sent on June 30, 1998 to five builders’ exchanges~and four contractors. The bidding period was 49 calendar days. Two mandatory pre’bid meetings were held on July 23, 1998 and July 24, 1998, respectively; one bidder attended the two mandatory pre-bid meetings. Bids were received from one qualified contractor on August 18, 1998, as listed on the attached bid summary (Attachment A). The one bid submitted amounted to $262,826. Staff has reviewed the bid submitted and recommends that the bid of $262,826. submitted by Power Engineering Contractors be rejected. The bid is approximately 50 percent engineer’s estimate of $172,360. CMR:396:98 Page 1 of 2 The contractors who are qualified to perform the work contained in this project were in their peak construction season at the time of the project’s bid period and only one contractor sent a representative to the project’s mandatory pre-bid meeting. Staff believes that the bidding environment will improve later this calendar year and more qualified contractors will submit bids for the restructured project resulting in a lower bid. The demand for qualified contractors is usually much lower during the winter rn0nths in the Bay Area. RESOURCE IMPACT Funds for this project are included in the FY 1997-98 Utilities Department Water CIP budget No.33306. POLICY IMPLICATIONS This report does not represent any change to existing City policies. ENVIRONMENTAL REVIEW This project was considered to be categorically exempt from California Environmental Quality Act as part of the Council approval of the Reservoir Utility Access Roadway and Site Maintenance Project and no further environment review is necessary.
