BUDGET AMENDMENT ORDINANCE
RECOMMENDATION
Staff recommends that Council adopt the attached Budget Amendment Ordinance accepting
a $5,699 matching grant from the Arts Council of Santa Clara County, Organizational
Enhancement Fund for exhibitions and education programs at the Palo Alto Cultural Center.
BACKGROUND
Since 1986 the Arts Council of Santa Clara County has awarded grants to the Visual Arts
program in support of exhibition programming at the Cultural Center.
DISCUSSION
The grant is in support of the Cultural Center’s juried exhibition of local artists, Radius 1998,
and the fall exhibitions, From the Philippines: Tribal Art and Figures Against the Grain,
contemporary figurative sculpture. This grant has been received by the Visual Arts program
through the Arts Council of Santa Clara County PARTNERS program, made possible in part
by the Community Foundation of Santa Clara County. In the current fiscal year, these funds
have been designated for general operating support, with the aim of providing an ongoing
exhibition opportunity for the area’s emerging artists, and continuing efforts to reach a broad
and expanded population. The funds will strengthen the quality and visibility of the
exhibition and education program, and thereby increase the audience for the visual arts.
RESOURCE IMPACT
The Arts Council of Santa Clara County grant provides matching funds for exhibitions,
equitable artists’ and lecture fees, outreach and public relations materials, and
workshop/studio supplies and materials. The funds necessary to match the grant have been
budgeted in the Visual Arts major activity budget for 1998-99.

POLICY IMPLICATIONS
This recommendation is consistent with existing City policies.
TIMELINE
Funds will be expended in the 1998-99 Budget.
ENVIRONMENTAL REVIEW
The program is not a project as defined by the California Environmental Quality Act
(CEQA) and is not subject to CEQA requirements.

ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1998-99 TO ACCEPT
A $5,699 GRANT FROM THE ARTS COUNCIL OF SANTA CLARA
COUNTY AND TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE
COMMUNITY SERVICES DEPARTMENT OF $5,699
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June 22,
1998 did adopt a budget for fiscal year 1998-99; and
WHEREAS, the Arts Council of Santa Clara County has awarded a
matching grant of $5,699 to the City of Palo Alto to strengthen the
quality and visibility of the exhibition and education program,
thereby increasing the audience for the visual arts; and
WHEREAS, the funds necessary to match the grant have been
included in the Arts and Culture functional area budget for 1998-99;
and
WHEREAS, City Council authorization is needed to accept and
expend the grant receipts; and
WHEREAS, City Council authorization is needed to amend the
1998-99 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION i. Grant revenue in the Visual Arts Functional Area
of the Community Services Department is increased by Five Thousand
Six Hundred and Ninety Nine Dollars ($5,699) for receipt of the
California Arts Council Funds.
SECTION 2. The sum of $5,699 is hereby appropriated to non-
salary expenses in the Visual Arts Functional Area in the Community
Services Department.
SECTION 3. This transaction will have no impact on reserves.
SECTION 4. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 5. The Council Of the City of Palo Alto hereby finds
that this is not a project under the California Environmental
Quality Act and, therefore, no environmental impact assessment is
necessary.
SECTION 6. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
