HomeMy WebLinkAbout1998-09-14 City Council (12)City of Palo Alto City Manager’s Report TO: FROM: DATE: HONORABLE CITY COUNCIL CITY MANAGER SEPTEMBER 14, 1998 DEPARTMENT: PLANNING AND COMMUNITY ENVIRONMENT CMR:360:98 SUBJECT:APPROVAL OF AMENDMENT TO THE COMPENSATION PLAN FOR MANAGEMENT AND CONFIDENTIAL EMPLOYEES AND APPROVAL OF A BUDGET AMENDMENT ORDINANCE FOR $7,400 IN .ASSOCIATION WITH A REVISED PLANNING WORK PROGRAM AND AMENDMENT TO THE TABLE OF ORGANIZATION TO RECLASSIFY THE CDBG COORDINATOR POSITION TO A SENIOR PLANNER POSITION RECOMMENDATION 1. Adopt the attached Resolution amending the Compensation Plan for Management and Confidential Employees to add the previously-authorized positions of Manager- Planning, and Administrator-Planning and Community Environment. Approve the attached Budget Amendment Ordinance which amends the Table of Organization to reclassify the CDBG Coordinator position to a Senior Planner position, at a cost of $7,400. BACKGROUND On August 10, 1998, the Council approved adding five positions to the Table of Organization in. the Department of Planning and Community Environment. Two of the positions, Manager-Planning and Administrator-. Planning and Community Environment were inadvertently not added to the Compensation Plan for Management and Confidential Employees. In addition, the August 10 recommendations and Council action omitted one proposed personnel reclassification. This proposal is to reclassify one CDBG coordinator to Senior Planner. Approval of the attached Budget Amendment Ordinance will authorize and provide funding for this reclassification. This action is consistent with the Planning Division reorganization discussed with the Council. With the change to a team approach for CMR:360:98 Page 1 of 2 organizing the Division’s professional staff and likely future changes to the Federal CDBG program and its funding levels, the ..current CDBG Coordinator position Should be reclassified to Senior Planner. While no changes to the experienced incumbent"s current duties are expected for the foreseeable future, this reclassification would provide flexibility and cross-training opportunities for the future. These two cleanup actions will complete the necessary personnel changes to carry out and fully implement the Council’s August 10, 1998 actions. .RESOURCE IMPACT Minor additional costs are associated with the personnel reclassification. The Budget Amendment Ordinance in the amount.of $7,400 reflects the additional cost for the pay differential between the CDBG Coordinator and Senior Planner positions. This amount will be funded from the General Fund Budget Stabilization Reserve POLICY IMPLICATIONS The actions recommended are consistent with the Council’s previous approval of changes to the Department of Planning and Community Environment and reorganization of the Planning Division. ENVIRONMENTAL REVIEW The recommended actions are not subject to environmental review under the California Environmental QualityAct (CEQA). ATTACHMENTS A. Resolution B. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE COMPENSATION PLAN FOR MANAGEMENT AND CONFIDENTIAL PERSONNEL AND COUNCIL APPOINTED OFFICERS ADOPTED BY RESOLUTION NO. 7713, AND AMENDED BY RESOLUTION NOS. 7729, 7744, 7751 AND 7771, TO ADD TWO PLANNING CLASSIFICATIONS The Council of the City of Palo Alto does RESOLVE as follows: SECTION 1 Pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Compensation Plan for Management and Confidential Personnel and Council Appointed Officers, adopted by Resolution No. 7713, and amended by Resolution Nos. 7729, 7744, 7751 and 7771, is hereby amended by amending the employee classifications and sala~i@~ as set forth in Exhibit "A", attached hereto and incorporated herein by reference. " SECTION 2. The Director of Administrative Services is authorized to implement the amended classifications and salaries as " set forth in Section i. SECTION 3. The Council finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1998-99 TO PROVIDE AN ADDITIONAL APPROPRIATION OF $7,400 FOR THE RECLASSIFICATIONOF THE CDBG COORDINATOR POSITION TO THE SENIOR PLANNER POSITION WHEREAS, .pursuant to the provisions of Section 12 of Article III of the Charter of the City. of Palo Alto, the Council on June 22, 1998 did adopt a budget for fiscal year 1998-99; and WHEREAS, during fiscal year 1997-98, an organizational evaluation of the Planning Division was conducted which resulted in multiple recommendations to address issues identified; and WHEREAS, staff evaluated needs and determined that the position of CDBG Coordinator should be reclassified to the position of Senior Planner, at a cost of $7,400; and WHEREAS, City Council authorization is needed to amend the 1998-99 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION i. The sum of Seven Thousand Four Hundred Dollar(S7,400) is hereby appropriated to salary and benefits in the Development Review Functional Area of the Planning & Community Environment Department. SECTION 2. This transaction will reduce the Stabilization Reserve from $15,674,444 to $15,667,044. Budget SECTION 3. Theattached Table of Organization as amended to reflect changes shown in Exhibit A is hereby approved. SECTION 4. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is .required to approve the action set~ forth in section 1 of this ordinance. SECTION 5. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTION 6. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
