SUBJECT:COUNCIL CHAMBERS REFURBISHING, PROJECT NO. 19625,
CONSTRUCTION SCHEDULE
This report provides an update on the construction schedule for the refurbishing of the City
Council Chambers. No action is required.
DISCUSSION
The proposed improvements and funding were approved by the Ci.ty Council on November
17, 1997 (CMR:429:97). On April 6, 1998, the City Council authorized staff to hire a
consultant and proceed with the improvements design for the City Council Chambers
(CMR: 178:98). The scope of the improvements includes:
Phase 1
Replacesound system, add personalized Council lighting on the dais and install sample
bench seating;

Upgrade the overhead and slide projectors with a new digital system and replace the
screen;
Remove the TV booth and relocate, if viable, to the back of the Chambers adjacent
to the PoliceDepartment door;
Raise the floor along the public side of the low wall to the level, of the staff area;
Re-carpet the Chambers;
Refurbish the public bench seating and provide for Uniform Building Code, Title 24,
(Americans with Disability Act) accessability improvements; and
Replace the low wall between staff and the public seating, move and upgrade the
podium, and upgrade the seating arrangement in the staff area.
Add overhead lighting for the dais
The consultant has commenced the project design and has indicated that a majority of the
work listed above will be designed and ready for construction in January 1999. The Phase
1 work to replace the sound system and add lighting on the dais, involves discrete "offthe

shelf’ items and can be installed separately from the other improvements during the
Council’s vacation from August through mid-September 1998. In addition to the sound and
lighting improvements, a small section of bench seating will be upgraded to be used as a pilot
test sample. The installation of these improvements will be scheduled so as not to disrupt
the Planning Commission meetings.
The remaining Phase 2 work (Items 1 through 7) which requires more time to designand will
undergo several review and approval processes, will be started in January 1999 as shown in
the attached project Time Line. The improvements will need to be constructed in a specific
sequence as follows:

_Remove carpet, benches, TV booth, and low wall.
Raise the level of the floor area using lightweight concrete. Install
electrical conduit and wall anchors in floor. If the new booth can
be located in the Chambers, work will start on the booth.
Install wall and podium after new floor has cured..
Install overhead lights for the dais.
Install carpet.
Install public seating. The benches are a specialty item and will
require a long time between order and delivery dates. The
estimated delivery time is ten weeks after the construction contract
is awarded.
Upgrade the multi-media equipment, and install a new screen after
the carpet is installed.
Install the staff area furniture after the carpet is installed.
The Phase 2 improvements will require the closure of the City Council Chambers. It is
anticipated that the Chambers will be closed between four to six weeks. The City Council
and Planning Commission meetings are proposed to be held in another location. Two
possible locations are the auditorium at the Cultural Center and the Cubberley Cultural
Center Theater. At each site and others, if necessary, Staffwill be exploring the availability
of the parking, staffing requirements/support ~to set up the room, provide janitorial services,
and the ability to provide television and radio coverage. The selected site will minimize the
impact on the Council’s and Planning Commission’s meetings. Also, the Phase 2
construction schedule may be adjusted to avoid conflicts with other functions at the selected
site.
