HomeMy WebLinkAbout1998-07-20 City Council (15)City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: PLANNING DATE:JULY 20, 1998 CMR:318:98 SUBJECT:PALO ALTO LOCAL BUS SYSTEM PLAN- STATUS REPORT This is an informational report, and no Council action is required. BACKGROUND The 1997-98 Operating Budget included $75,000 to develop a long-range plan for a community-based bus system selwing Palo Alto residential neighborhoods and local destinations such as commercial areas, employment centers, transit stations, schools, cultural centers and social centers. The plan will identify transportation needs that could be served by a local bus shuttle system and present both a conceptual plan for an affordable local bus system to serve the highest-priority needs, and a short-term demonstration project that can be implemented within a year. DISCUSSION Staff is in the process of retaining a consultant to develop the plan. Staff has formed a Project Advisory Committee (PAC) to assist with consultant selection, help the consultant gather input from the constituent groups represented on the committee, and review and comment on the consultant’s work at various stages of the study, on behalf of the constituencies represented. The PAC consists of the following members: Phyllis Cassel Will Beckett Rick Ferguson Walter Hays Aldrich Lau Alice Fischgrund Tony Callasco Kathy Din’ham Kathleen Gwyrm Chris Christofferson Bill Capps Planning Commission Barron Park Association Community Center Neighbors Association .Greenmeadow Community Association " Middlefield Road Residents’ Association Midtown Residents Association Palo Alto Chamber of Commerce PTA Council, Palo Alto Unified School District Senior Coordinating Council Stanford University Valley Transportation Authority CMR:318:98 Page 1 of 2 Alternate members named to date are: Glenn Rermels Joseph Lee Community Center Neighbors Association Midtown Residents Association Staff is also working with the California Avenue Area Development Association to identify a representative from the association to serve on the PAC. Dining its review of the 1997-98 list of proposed consultant services over $25,000, neither the Policy and Services Committee nor the Finance Committee requested the opportunity to review the scope of services prior to staff beginning the consultant selection process. Staffmet with the PAC in May to review the draft scope of work and its comments were incorporated into theflnal document. Staff issued the Request for Proposals on June 12, 1998, and is proceeding with the consultant selection process. The fmal agreement with the selected consultant will come before the full Council for review and approval in September.
