HomeMy WebLinkAbout1998-07-07 City CouncilCity City of Palo Alto Manager’s Report 3 TO:HONORABLE CITY COUNCIL ATTN:FINANCE COMMITTEE POLICY AND SERVICES COMMITTEE FROM:CITY MANAGER DEPARTMENT: ADMINISTRATIVE SERVICES DATE:JULY 7, 1998 JULy 14, 1998 SUBJECT: SELECTION OF FISCAL YEAR 1998-99 AGREEMENTS OVER $25,000 FOR COUNCIL PARTICIPATION CMR:291:98 CONSULTANT COMMITTEE RECOMMENDATION Staff recommends that the Finance Committee and the Policy and Services Committee review the attached list of 1998-99 proposed consultant service agreements and select those in which they choose to participate in the review of the draft scope of services. DISCUSSION Policy and Procedure 1-10, which was adopted by Council in November 1981 and amended in April 1991, October 1994, and December 1997, directs that staffprovide the two Council Committees with a list of budgeted projects for which consultant services costs will be greater than $25,000. In December 1997, given the new deregulated utilities environment, the Council amended Policy and Procedure 1-10 to waive the requirement for Council Standing Committee participation in the consultant selection process for the Utilities Department. The attachment lists anticipated consultant agreements over $25,000 for 1998- 99. Each Council Committee is asked to identify those consultant agreements that are of special interest, in order to review the draft scope of services of the related request for proposals. To assist the Committees in this selection process, staff has included suggestions of which Committee may be more appropriate to review each individual consulting services request. Staff used Sections 2.04.250 and 2.04.260 of the Palo Alto Municipal Code as guidelines for suggesting assigrmaents to the Committees. The two sections describe the duties of the Committees. The Finance Committee’s responsibilities include fmance, budget, audits, CMR:2~i 1:98 Page 1 of 2 capital planning and debt. The Policy and Services Committee’s responsibilities include intergovernmental.relations, personnel policies, planning and zoning, traffic and parking, public works and community and human services. The referenced consultant services are not meant to include recurring, routine service-related agreements such as testing or maintenance contracts. The consultant agreements listed in this report are, therefore, of a non-recurring nature. Environmental assessments paid by developers are also not included in the report. Should there be additional qualifying agreements developed during the year, department staff will place the item on the consent calendar of a Council agenda, recommending either no review by Committee, or the option of referral to one of the Standing Committees. Council could remove the item from the consent calendar and direct either: a) referral to the other Standing Committee; or b) participation of the full Council in review of the draft request for proposals. RESOURCE IMPACT There is no fiscal impact related to this staff report. ENVIRONMENTAL ASSESSMENT There is no environmental assessment required for this review.
