SUBJECT:APPROVAL OF APPOINTMENT, CHIEF OF POLICE
I am pleased to recommend for your approval the appointment of Patrick Dwyer as Chief
of Police. Patrick has most recently been the Special Operations Division Commander for
the City of Sag Jose where he has been with the Department for the past 29 years. His
command included 200 sworn officers with responsibilities for policing major events,
providing dignitary protection and serving as liaison to the Office of Emergency Services for
disaster planning. Other command positions previously held include the Airport Division,
Narcotics and Covert Investigations, Assaults, Internal Affairs, and Crime Prevention.
Dwyer has been actively involved in community affairs, having served on the Board of
Directors of the Mexican American Community Services Agency (MACSA). He has also
served as a group coordinator for a hands-on home building project for low income families
’with the Bay and Valley Habitat for Humanity.
Dwyer will head the City’s Police Department, which includes 95 sworn and 75 non-sworn
employees. He is dedicated to providing the public with responsive, proactive public safety
services with an emphasis on community policing.
Patrick was selected from a final group of three candidates which resulted from a regional
search initiated
