This is an informational report and no Council action is required.
BACKGROUND
The City of Palo Alto Utilities Department (CPAU) recently received the 1998 Gold award
in advertising from the Greater San Jose Advertising Association through its annual Addy
awards. The Gold award honors the Utilities’ series of four advertisements recently featured
in local newspapers. The ads, developed in conjunction with advertising agency Addison
Olian Inc., competed against the newspaper ad campaigns of many BayArea businesses.
Thousands of entries are submitted to the Addy awards program every year in a variety of
advertising and marketing categories such as radio, TV, sales packets, newspaper, magazine,
events, stationery, logos, direct mail, posters, etc., specifically in the areas of business-to-
business and consumer marketing. In all the marketing and advertising categories, there was
one Best of Show, two Judges Choices, eight Addy winners, 50 Gold winners, 69 Silver
winners, and 66 Bronze winners. The 50 Gold winners, including the CPAU ad series, will
next compete at the regional level; and if successful, at the national level. All winners were
selected by a panel of advertising specialists from Texas, Arizona, Washington and South
Carolina.

Things are heating up in California’s electric industry as a result of deregulation.
But here’s where the story takes an interesting turn. [] Only investor-owned
utilities are required to offer customer choice. As a municipal utility, City of
Pa!o Alto Utilities is not. Still, we’ll be voluntarily phasing-in customer choice
during the next four years. Meanwhile, we’ll continue providing the great service,
reliable power and low rates we’ve delivered to our
