This prescreening was continued by Council at its meeting of May 4, 1998. This staff report
provides su~pplemental information to the staff report prepared for that meeting
(CMR:209:98).
DISCUSSION
The table below has been prepared to provide the City Council with a comparison of the
proposed mixed use project at 800 High Street with the potential development which might
be allowed under the evolving PAMF/SOFA Coordinated Area Plan (CAP). It should be
noted that the range of development levels presented in the area plan scenario represents the
application of very preliminary conceptual development controls generically applied to the
800 High Street site. The range of development potential presented below for the site does
not represent Working Group or staff final recommendations for the vicinity of 800 High
Street.
The primary difference between the proposed project and the possible CAP scenario is that
the CAP would allow similar or greater development on the site in order to assure the
development of a substantial number of residential units. Under the evolving CAP, the
residential development would be required at a minimum density of 40 units per acre. The
new office space would be allowed only as an incentive to build the residential units. It
should also be noted that the CAP scenario contemplates a reduction in parking requirements
for the office uses on this site due to its proximity to the multimodal transit center and an
additional reduction for all uses on the site due to the potential for shared parking by mixed
uses. Finally, development allowed under the CAP would be subject to strict design
guidelines which would require that buildings create desirable pedestrian environments and
that the apparent mass of projects be minimized through building design.

Please note that the CAP development scenario is subject to significant further review by the
Working Group, Planning Division staff, and project economic and design consultants prior
to preparation of the draft CAP.
