SUBJECT:AMENDMENT TO LIBRARY BUDGET AUTHORIZING RECEIPT
AND EXPENDITURE OF PUBLIC LIBRARY FUND MONIES
BUDGET AMENDMENT ORDINANCE IN THE AMOUNT OF $34,896
RECOMMENDATION
Staff recommends Council approval of the attached Budget Amendment Ordinance to reflect
the receipt and appropriation of Public Library Funds in the amount of $34,896.
~BACKGROUND
Since Fiscal Year 1983/84, the Public Library Fund, authorized by State law and supported
annually through the Governor’s budget, has been distributed to public libraries in California.
Eligibility to receive funding requires certification, through the California State Library, of
local revenue appropriated for public library service, which demonstrates the maintenance
or increase of local support compared with the previous fiscal year. A formula based on
population and per capita financial support determines how much funding each jurisdiction
receives. The funds may not be used for building construction.
DISCUSSION
The library applied for, and has received, funding from the Public Library Fund, in the
amount of $34,896. Stattproposes that these funds be used in support of two 1997/98 Key
Plans, to improve quality of book collections and for consultant services to update the
Library’s 1994 automation plan; for some operational costs to implement the Silicon Valley
Library System’s joint catalog of public libraries in Santa Clara County (made available via
the World Wide Web in April); and, for purchase of easy reading materials for community
members learning to read in English.
RESOURCE IMPACT
Staffhas planned use of Public Library Funding for this project and has not budgeted funds
in the operating budget.

POLICY IMPLICATIONS
This report is consistem with existing City policy.
TIMELINE
The expenditure or encumbrance of these funds will occur by the end of June 1998.
ENVIRONMENTAL REVIEW
This program is not a project as defined by the California Environmental Quality Act and is
not subject to its requiremems.

ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO ACCEPT
A $34,896 GRANT FROM THE PUBLIC FUND OF THE STATE LIBRARY
AND TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE
COMMIINITY SERVICES DEPARTMENT OF $34,896
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June
23, 1997 did adopt a budget for fiscal year 1997-98; and
WHEREAS, the State’s Public Library Fund distributes funding
through the State Library to be used by local jurisdictions for any
library-related purpose except building construction; and
WHEREAS, the Community Services Department applied for and
received a grant of $34,896 from the State Library’s 1997-98 Public
Library Fund to be used for library collections, consultant services
to update the Library’s automation plan, operational costs of
implementing a joint catalog of public libraries in Santa Clara
County, and purchase of easy reading materials for community members
learning to read in English; and
WHEREAS, City Council authorization is needed to accept and
expend the grant receipts; and
WHEREAS, City Council authorization is needed to amend, the
1997-98 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION i. Grant revenue in the Library Functional Area of the
Community Services Department is increased by the sum of Thirty Four
Thousand Eight Hundred and Ninety-Six dollars ($34,896). for receipt
of t~e Public Library Funds.
SECTION 2.. The sum of $34,896 is hereby appropriated to non-
salary expenses in the Library Functional Area of the Community
Services Department.
SECTION 3. This transaction will have no impact on reserves..
SECTION 4. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 5 The Council of the City of Palo Alto hereby finds
that this is not a project under the California Environmental
Quality Act and, therefore, no environmental impact assessment is
necessary.
SECTION 6. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
