ALTO COMMUNITY CHILD CARE (PACCC) PILOT PRE-
KINDERGARTEN SUMMER PROGRAM
REPORT IN BRIEF
The purpose of this report is to request one-time additional funds in the amount of $17,983
for Palo Alto Community Child Care (PACCC) to develop a pilot pre-kindergarten summer
program in collaboration with the Palo Alto Unified School Dislrict (PAUSD). The proposed
program is aimed at a population of children who reside in the Ventura and Barron Park
neighborhoods and have been determined by PAUSD to be at risk of unsuccessfully
transitioning into kindergarten. The requested funds would enable PACCC to parmer with
PAUSD and other community agencies to provide the proposed program in time for Summer
1998.

RECOMMENDATION
Staff recommends that Council authorize the Mayor to approve an amendment to the City’s
1997-98 contract with PACCC to provide additional funds to PACCC in the amount of
$17,893. These funds will partially support a pilot pre-kindergarten program developed by
PACCC and PAUSD at Juana Briones School during Summer, 1998.
BACKGROUND
During the last several months, PACCC and the PAUSD have been working together to
develop a pilot pre-kindergarten program aimed at children who have been identified by
PAUSD as being at-risk of not successfully transitioning into kindergarten. Although the
pre-kindergarten program was originally planned to begin in September 1998, PACCC and
PAUSD believe that there is a significant need to address the school readiness issue with the
class of incoming kindergarteners. On April 15, 1998, representatives of PACCC
approached City staff with a one-time request for the City to partially fund the pre-
kindergarten program for Summer 1998. As outlined in the proposed program budget
(Attachment Fo~), the total cost of the summer program would be $44,957. PACCC’s
request to the City is for $17, 983 to partially cover salaries, benefits, professional services,
and instructional supplies. The additional $26,974 would be funded through PACCC
($10,000) and PAUSD ($16,974).
DISCUSSION
The proposed pilot pre-kindergarten program is a collaboration between PACCC and
PAUSD. The proposed program will target five year olds and their families who live in the
Barron Park and Ventura neighborhoods, and who would not ordinarily be enrolled in a
preschool program. These children typically enter PAUSD at a great disadvantage due in
large part to their families’ limited fmancial resources, limited access to health care, and
limited English-speaking ability. These children often do not have the tools necessary for
school readiness, tend to demand specialized attention in the .classroom, and often end up
repeating kindergarten for a second year. PAUSD will provide space and teaching staff at
Juana Briones Elementary School for a morning summer school program emphasizing
kindergarten readiness. PACCC staff will work together with PAUSD staff during the
morning program, offering its professional expertise in early childhood education. In
addition, PACCC will provide professional staff and supplies and materials during the
afternoon program so as to provide a full-day program option for working parents. Other
collaborators in this project include Lucile Salter Packard Health Van, Mayfield Community
Clinic, and Peninsula Children’s Center - Zonta. A parent education component is also
included and will focus on linking parents with the school as well as helping parents access
resources in the community.

Staff strongly supports this program for two reasons: .1) this program targets an "at risk"
population of families who live in the Barron Park and Ventura neighborhoods. The
collaborative nature of this program, which links early childhood education professionals
with elementary school professionals, relates directly to research which has shown that high
quality early childhood education programs have a positive impact on a child’s future success
in school; 2) this program will create an additional 20 licensed preschool slots, increasing
the total capacity of licensed full time preschool slots in Palo Alto from 1,391 to 1,411.
Since the demand for child care far exceeds the current supply of available slots in Palo Alto,
the creation of 20 additional preschool slots in Palo Alto will help to alleviate this shortage.
RESOURCE IMPACT
Funding of $17,983 would come from the General Fund Budget Stabilization Reserve.
The proposed contract amendment and BAO would result in a small impact on staff
resources. If the proposed contract amendment is approved, Human Services staff will
monitor the use of the fimd~ in accordance with the contract’s amended Scope of Services.
POLICY IMPLICATIONS
The proposed contract amendment does not represent a change to existing City policy.
TIMELINE
The timeline for the proposed pilot program is June 22, 1998 through August 7, 1998. If the
pilot program is successful, PACCC intends to continue the program throughout the school
year with funds raised from private sources.
ENVIRONMENTAL REVIEW
This project is exempt from the provisions of the California Environmental Quality Act
(CEQA) pursuant to Section 15323 (Normal Operations) of the CEQA Guidelines.

BETWEEN THE CITY OF PALO ALTO AND
PALO ALTO COMMUNITY CHILD CARE, INC.
This Amendment No.4 to Agreement No. C5053189
("Agreement") is entered into by and between the
CITY OF PALO ALTO ("CITY"), and PALO ALTO CJMMUNITY CHILD. CARE,
INC., a non-profit corporation, located at 3990 Ventura Court, Palo
Alto, CA 94303 ("CONTRACTOR").
RECITALS:
WHEREAS, the Agreement Was entered into between the
parties for the provision of child care services; and
WHEREAS, the parties wish to amend the Agreement;
NOW, THEREFORE, in consideration of the covenants, terms,
conditions, and provisions of this Amendment, the parties agree:
SECTION I. The section entitled "TERMS" is hereby amended
to read as follows:
"TERMS. The services and/or materials
furnished under this Agreement shall commence
on July I, 1997 and shall be completed before
August 30, 1998."
SECTION 2. The section entitled "COMPENSATION" is hereby
amended, to read as follows:
"COMPENSATION for the full performance of this
Agreement: CITY shall pay CONTRACTOR a total
sum not to exceed Three Hundred Ninety-Two
Thousand Three Hundred Twenty-One Dollars
($392,321) in general fund money."
SECTION 3. The section entitled "Central Administration
of PROGRAM" is hereby amended tO read as follows:
"Billing for the administration of the PROGRAM
shall not be more than Ninety-Nine Thousand
Two Hundred Forty-Three Dollars ($99,243) for
the term of this Agreement, billed to
indicated actual expenditures. CITY shall pay
PACCC within fifteen (15) working days of
receipt of each bill."

SECTION 4. The section entitled "Advance Payments" is
hereby amended to read as follows:
"Notwithstanding the foregoing limitations, the
City Manager shall have the authority to
approve payments by CITY to PACCC under this
Agreement in advance of PACCC’s incurred
expenditures. Provided, however, that:
(±)any request by PACCC for such advance
payment must be made during the months of
July, August or September during the term
of this Agreement;
(ii) such advance payment must be made from
the central administration fund; and
(iii)PACCC’s need for such advance payment
shall be supported to the satisfaction of
the CITY’s Deputy City Manager,
Administrative Services.Provided
further, however, that total advance
payment under this Agreement may not
exceed Fifty Thousand Dollars ($50,000)
and total maximum compensation under this
Agreement shall not exceed Three Hundred
Ninety-Two Thousand Three Hundred Twenty-

Pre-Kindergarten Summer Program
1997-98 SCOPE OF SERVICES
SERVICES: Palo Alto Community Child Care (PACCC) shall provide a 7 week pre-kindergarten
summer program at Juana Briones Elementary School starting June 22, 1998 through August 7,
1998. PACCC will collaborate with the Palo Alto Unified School District (PAUSD) to provide a
structured and developmentally appropriate full day program. Services will be provided to 20 five
year old children who have been identified by PAUSD as at risk of not successfully transitioning into
kindergarten. Services will include skill building in the areas of verbal and numerical concepts,
social competency, task orientation, and access to health careservices.’ PACCC shall also provide
parent educational services.
GOALS: 1) To provide a structured and developmentally appropriate program that will help
children enrolled.in the program acquire the necessary tools for school readiness. 2) To provide
parents of these children with parenting skills, school and community resources, and school
familiarity in order to become active partners in their children’s education. -
SERVICES:
Serve 20 Palo Alto children through a 7 week pre-kindergarten summer program.
Collaborate with Mayfield Community Clinic, Lucile Salter Packard Health Van, and the
Peninsula Children’s Center-Zonta t.o provide access to health care services to the families
of children enrolled in the program.
Health care services shall include health screenings, immunizations, heating and eye exams,
health referrals, physical and mental health services, and special needs, assessment.
The City of Palo Alto Office of Human Services requires mention of its name in all materials
which list or acknowledge donors and in any public announcements of publicity regarding the
funded programs.
FINAL REPORT: Consultant shall provide an activity .report relating to this Scope of Services for
the period of June 22, 1998 through August 30, 1998 within fifteen days after the period. The report
shall cover the specified period and such information as the Program Manager may request. The
report shall be prepared in the form agreed upon by the Program Manager and the Consultant.
AMERICAN WITH DISABILITIES ACTi Contractor shall comply with the Americans with
Disabilities Act (ADA) of 1990.

ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO
PROVIDE AN ADDITIONAL APPROPRIATION OF $17,983 TO PALO
ALTO COMMUNITY CHILD CARE IN SUPPORT OF A PRE-
KINDERGARTEN PROGRAM
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charter of the City of Palo Alto, the Council on June
23, 1997 did adopt a budget for fiscal year !997-98; and
WHEREAS, Palo Alto Community Child Care (PACCC) and the Palo
Alto Unified School District (PAUSD) have developed a pilot program
targeted at children identified by PAUSD as being at-risk of not
successfully transitioning into kindergarten; and
WHEREAS, PACCC and PAUSD are collaborating to target such pre-
kindergarten aged children with a seven week summer school program
to begin in Summer 1998; and
WHEREAS, PACCC is requesting $17,983 to fund the afternoon
portion of this program, with the remainder of the funds coming from
PAUSD and PACCC reserves;, and
WHEREAS, it is the intention of PACCC to seek grant funding to
support this program in ~future years; and
WHEREAS, City Council authorization is needed to amend the
1997-98 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION i. The sum of Seventeen Thousand Nine Hundred Eighty-
Three Dollars ($17,983) is hereby appropriated to non-salary
expenses in the Human Services Functional Area in the Community
Services Department, and the Budget Stabilization Reserve is
correspondingly reduced.
SECTION 2. This transaction will reduce the Budget
Stabilization Reserve from $16,042,041 to $16,024,058.
SECTION 3. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 4. The Council of the City of Palo Alto hereby finds
that this project is exempt from the provisions of the California
Environmental Quality Act, pursuant to Section 15323 (Normal
Operations) of the CEQA Guidelines.
SECTION 5. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.

Funding Proposal for Pilot Pre-Kindergarten Summer Program

Palo Alto Community Child Care is requesting one time funding of $17,983 to partially
fund a pre-kindergarten summer program at Juana Briones Elementary School. Although
PACCC and the PAUSD are collaborating on a self-supported pre-kindergarten program
to open in September, it has become apparent that there is a significant need to address
the school readiness issue with the class of incoming kindergartners.
Through the collaboration of Palo Alto Community Child Care, the Palo Alto Unified
School District, and other community based non-profit agencies, the pre-kindergarten
program will begin June 22, 1998 at Juana Briones Elementary School. This program
will target 20 disadvantaged five year olds and their families. The developmentally
appropriate full-day program will be staffed by early childhood professionals from
PACCC, teaching staff from PAUSD, and volunteers from the community interested and
experienced in the development of young children. Health care services will be provided
by the Mayfield Clinic’, Lucile Salter Packard Health Van, and Peninsula Children’s
Center-Zonta. This program will target children in Barron Park and the Ventura corridor
who do not attend preschool, who have limited or no English, who come from working
families of low socio-economie status and have only limited or ~mergency health care.
The Need
A growing body of research confirms that high quality early childhood education has
strong, positive short-term and long-term effects on child development and success in
school. Research has shown those preschoolers in quality programs:
enter kindergarten having acquired skills needed for coping with school tasks;
show greater knowledge of verbal and numerical concepts across grades;
receive higher ratings on social competency;
show greater task orientation;
are more likely to make normal progress throughout the primary grades;
are less often retained or placed in special education classes;
have parents who more often understand their role in their child’s education.

Most Palo Altoans would be surprised to hear that in Palo Alto we have children who
enter our schools never having been in a preschool. Many of these same children enter
with no English or limited English. These are often the children of the "working poor" ¯
whose parents have limited resources for working with and teaching their children at
home. Often these children have also had limited or only. emergency health care. These
children come to elementary school at a tremendous disadvantage. That disadvantage is
made even greater in a community of highly educated and fairly affluent parents who
have been able to give their children not only the necessities of life, but many advantages
such as books, toys, special classes and preschool. The disparity is so great for some of
these children that they will never be able to bridge the gap. We must reach these
children before they enter kindergarten. Only then can we begin to level the playing
field.
The Summer Pre-Kindergarten Pilot Program will primarily serve five year olds who
would not ordinarily be enrolled in preschool or child care because they are the children
of the working poor in Palo Alto. At present they tend to be cared for at home by other
adults, older children or neighbors who look after them. The goal of the program is to
provide appropriate developmental activities that will help these children acquire the
necessary tools for school readiness. A parent education component will help bring the
families into school to learn about parenting, resources in the community, and how they
may become active partners in the education of their children and the school community.

The seven-week summer program, beginning June 22, 1998, will be located in the
kindergarten classroom at Juana Briones Elementary School and will provide a unique
opportunity for collaboration between PAUSD, PACCC, other non-profit agencies
donating in-kind services, and we hope the City of Palo Alto will join us.
Collaborators and Their Contributions
This program provides a unique opportunity for teachers in the PAUSD to work directly
with early childhood professionals in PACCC to develop a program that is educationally
and developmentally appropriate.
Palo Alto Community Child Care will provide staff, materials, supplies and its umbrella
of services for the "wrap-around" care portion of the program. PACCC staff will work
directly with the PAUSD staff in the structured, developmental program in the morning
and will play a significant role with the other collaborators in the efforts of community
building.
PAUSD will provide the space, a kindergarten room at Juana Briones Elementary School,
a Lead Teacher, an English Language Development Teacher, a Parent Education
Facilitator from the Adult Education Department, a classroom aide, transportation for the
children to the program in the morning, custodial services and program materials and
supplies. The PAUSD staff will support this program as a model for State Superintendent
of Education Delaine Eastin’s proposal for "Universal Preschool for Four Year Olds" and
will help in advocating for ongoing support for this preschool program starting in
September, 1998, from the State of California.
Lucile Salter Packard Health Van will provide health screenings, immunizations, hearing
and eye exams to those families who qualify for those services and health referrals to
other agencies when appropriate.
The Mayfield Community Clinic will provide both physical and mental health services to
the families in the area.
Peninsula Children’s Center-Zonta will be working with the program to identify any
children with problems needing special services above and beyond what is offered in the
classroom.
Program volunteers with early childhood education experience will be recruited to work
in the classroom and in the parent education component.
This is truly an example of a program that involves families, PACCC, PAUSD, the non-
profit sector, the community and, hopefully, the City of Palo Alto. The attached budget
reflects the financial contributions from PAUSD, PACCC and the City, should you
approve this request for one time funding of $17,983.
