HomeMy WebLinkAbout1998-05-04 City CouncilCity of Palo Altb- City Manager’s Report TO: FROM: HONORABLE CITY COUNCIL CITY MANAGER DEPARTMENT: COMMUNITY SERVICES DATE:MAY 4, 1998 CMR: 180:98 SUBJECT:ACCEPTANCE OF CALIFORNIA ARTS COUNCIL GRANT - BUDGET AMENDMENT ORDINANCE RECOMMENDATION Staff recommends that the City Council adopt the attached Budget Amendment Ordinance accepting the California Arts Council grant of $9,207 for the exhibition and education programs at the Palo Alto Cultural Center. BACKGROUND The California Arts Council has awarded previous grants to the Visual Arts Program of the Palo Alto Cultural Center in support of exhibitions and related arts programming. DISCUSSION These fund have been designated for general operating support in the areas of cultural presentations, publications, and public relations. The aim of the grant funding will be to strengthen the quality and visibility of the exhibition and education program, thereby increasing the audience for the visual arts. RESOURCE IMPACT No resource impact. The California Arts Council Grant providc~ matching funds for exhibitions; equitable artists; and lecture fees; outreach and public relations materials; and exhibition and workshop/studio supplies and materials. The funds necessary to match the grant have been budgeted in the Visual Arts major activity budget for 1997-98. POLICY IMPLICATIONS This recommendation is consistent with existing City policies. ENVIRONMENTAL REVIEW This program is not a project as defined by the Califomia Environmental Quality Act (CEQA) and is not subject to CEQA requirements. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO ACCEPT A $9,207 GRANT FROM THE CALIFORNIA ARTS COUNCIL~AND TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE COM]£1]NITY SERVICES DEPARTMENT OF $9,207 WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 23, 1997 did adopt a budget for fiscal year 1997-98; and WHEREAS, the California Arts Council has awarded a matching grant of $9,207 to the City of Palo Alto to strengthen the quality and visibility of the exhibition and education program, thereby increasing the audience for the visual arts; and WHEREAS, the funds necessary to match the grant have been included in the Arts and Culture functional area budget for 1997-98; and WHEREAS, City Council authorization is needed to accept and expend the grant receipts; and WHEREAS, City Council authorization is needed toamend the 1997-98 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION i. Grant revenue in the Visual Arts Functional Area of the Community Services Department is increased by Nine Thousand Two Hundred and Seven Dollars ($9,207) for receipt of the California Arts Council Funds. SECTION 2. ~ The sum of $9,207 is hereby appropriated to non- salary expenses ±n the Visual Arts Functional Area in the Community Services Department. SECTION3 This transaction will have no impact on reserves. SECTION 4.As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 5. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTION 6. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
