APPROVAL OF APPOINTMENT, DIRECTOR ADMINISTRATIVE
SERVICES
I am pleased to request your approval of the appointment of Carl Yeats as Director of
Administrative Services. Most recently, Mr. Yeats was the City Manager and Director of
Administrative Services for the City of Baldwin Park in Southern California. Carl is very
well-qualified for this assignment, having a well-rounded background in both Finance and
Information Management. He has extensive knowledge of public administration, municipal
financial management and accounting, and management information systems. While in
Baldwin Park, Carl was Chair of the City’s Executive Team and was successful in providing
leadership within the organization. His accomplishments include implementation of a
performance/program multi-year budget; successful completion of a twenty-acre
redevelopment project; and initiation and implementation of a five-year information system
master plan. From 1987 to 1992, Carl was the Assistant Director of Finance at the City of
Lakewood.
Mr. Yeats’ focus will be on continuing to strengthen the City’s technological infrastructure
and information systems applications, improving responsiveness to technical support needs,
expanding the City’s presence on the Intemet, and enhancing the Mission Driven Budget
process. Special emphasis will be placed on development and implementation of an
Infrastructure Financing Plan.
Carl was selected from a final group of three candidates Which resulted from a statewide
search initiated in November. Melissa Cavallo, who was not an applicant, will now return
to her position after doing an outstanding job as Acting Director since
March 1997.~
