SUBJECT:APPROVAL OF CHANGE ORDER TO INCREASE CONTRACT
AUTHORITY FOR AN EXISTING CONTRACT NO. $8099134
WITH EMPIRE EQUIPMENT COMPANY FOR HEAVY
EQUIPMENT MAINTENANCE AND REPAIR SERVICES
RECOMMENDATION
Staffrecommends that Council authorize the City Manager, or her designee, to negotiate and
execute a one-time change order to the contract with Empire Equipment Company in the
amount of $50,000, to increase the authority of an existing contract for equipment
maintenance and repair services to landfill equipment located at the City’s Refuse Disposal
Site.
DISCUSSION
On June 19, 1995, Council approved a two-year renewable contract with Empire Equipment
Company to provide heavy equipment repair services for specialized landfill equipment;
which includes two large bulldozers, one refuse compactor, one scraper, one compost loader,
and one compost tub grinder (CMR:3! 1:95). This contract is now in its third and fmal year;
however, the original contract amount will not be sufficient to provide maintenance services
for the remainder of this fiscal year. Cumulative wear and tear on the bulldozers and
compactor have increased maintenance requirements substantially over the past several
months. The bulldozers and compactor meet the current replacement criteria, and were due
to be replaced in the 1997-98 fiscal year. Constraints in the 1997-98 equipment replacement
allocation due to the replacement of several pieces of high-value fire apparatus made it
necessary to defer the replacement of the landfill equipment to FY 1998-99. Extension of
the useful life of this equipment has resulted in a significant, but not unexpected, increase in
maintenance costs.
RESOURCE IMPACT
The original contract amount, including contingencies, was $88,000. Sufficient funds have
been budgeted in the FY 1997-98 Public Works Department Equipment Management
Operations and Maintenance budget to accommodate this contract.

POLICY IMPLICATIONS
This contract change order is consistent with existingpolicies.
ENVIRONMENTAL ASSESSMENT
This project is categorically exempt from the provisions of California Environmental Quality
Act and no further environmental review is necessary.
