HomeMy WebLinkAbout1998-04-13 City Council (14)TO: City City of Palo Alto Manager’s HONORABLE CITY COUNCIL Report FROM:CITY MANAGER DEPARTMENT: PUBLIC WORKS DATE:APRIL 13, 1998 CMR:167:98 SUBJECT:APPROVAL OF FUNDING FOR SAN FRANCISQUITO CREEK COORDINATED RESOURCE MANAGEMENT AND PLANNING RECOMMENDATION Staff recommends that Council adopt the attached Resolution amending Resolution No. 7412, to approve an expenditure of $8,500 to provide funds for the San Francisquito Creek Coordinated Resource Management and Planning (CRMP) process and to provide administrative support for the CRMP for the project. BACKGROUND The purpose of the San Francisquito Creek CRMP process is to promote the enhancement and health of the San Francisquito Watershed by stimulating dialogue, identifying problems, and devising solutions. The ultimate product of the effort will be a Watershed Plan, which will establish common goals, objectives and activities of the participants. The CRMP is funded primarily from grant funds issued to the Peninsula Conservation Center ¯ which is the nonprofit org .anization housing the CRMP project. DISCUSSION In 1994, Council adopted Resolution No. 7412 (CMR:506:94, Attachment A) committing to participation in the CRMP planning process and authorizing the City Manager to obligate $1,000 per year for administration of the process. The focus for the first several years of the CRMP was planning. A draft plan has been prepared and implementation of projects has commenced. Initially the CRMP was fundedby a series of small planning grants from foundations and environmental planning organizations. A relatively large .grant from the State of California is about to be issued to begin implementation of several projects. These projects include creek sampling, promotion of native vegetation, examination of flood control options and other activities. Correspondingly the need has arisen to coordinate these components, communicate with interested parties and administer a more complex program. Staff is recommending that Council authorize the City Manager to spend up to $8,500 to pay CMR:167:98 Page 1 of 2 for these expanded administrative tasks. The City has already contributed $1,000 to the CRMP .process this fiscal, year. The additional $7,500 would be used to assist in administration ~ind management of~tfie .implementation projects described above. On March 10, 1998 the Menlo Park City Council approved a $7,500 contribution to the CRMP. The combined Palo Alto and Menlo Park contributions would cover approximately ½ of the cost of administration for a one year period. The remaining cost of administration for the upcoming year would come from foundation and agency grants. For future years a more stable form of funding for administration would need to be established for the project to continue. Palo Alto, Menlo Park, and CRMPstaffhave begun discussions Concerning future funding and will bring the issue back to Council at a later date. A report on the status of CRMP activities and proposed flood control alternatives for San Francisquito Creek will be agendized for the May 11, 1998 Council meeting. RESOURCE IMPACT This fiscal year a total operating budget. of $8,500 would be expended from the Storm Drainage Fund POLICY IMPLICATIONS The established policy of supporting the San Francisquito CRMP is continued. The expenditure authorization is changed from $1,000 to $8,500 for the current fiscal year to allow the CRMP to more effectively administer a growing list of implementation p~ojects. ENVIRONMENTAL REVIEW There is no environmental assessment rec uired in conjunction with this report. The CRMP steering committee has requested.that participating agencies formally endorse the process through a resolution of support. RECOMMENDATIONS This report recommends that Council adopt the attached resolution endorsing the City’s participation in the San Francisquito Creek Coordinated Resource Management and Planning process.- POLICY IMPLICATIONS This report does not contain an), changes to existing policies. EXECUTIVE SUMMARY In order to develop a regional plan for the San Francisquito Creek watershed, over 100 federal, state, regional, and local governmental agencies; businesses; community groups; and individuals have been invited to participate in a Coordinated Resource Management and Planning (CRMP) process. City staffhas taken an active role in preliminary CRMP meetings to establish the program format and objectives. The purpose of the CRMP process is to promote the enhancement and health of the San Francisquito Creek watershed, by stimulating dialogue amongst the interested parties and identifying major problems, planning objectives, and future actions. The end product of this collaborative effort will be a San Francisquito Creek Watershed Plan, which identifies the common goals and objectives of the CR.MP participants. The City of Polo Alto ~d the other participants will be asked to endorse the Plan and follow its recommendations. CMR:506:94 Page 1 of 2 The CRMP process is being administered by the Peninsula Conservation Center and is overseen by a 34-member steering committee with representatives from various agencies and groups, including the City of Palo Alto. The steering committee has formed individual task groups to develop goals and objectives for six specific issues affecting San Francisquito Creek: natural resource protection, flood and erosion control, water pollution prevention, land use planning, social issues (e.g. homelessness and public access), and public education. Representatives from the Public Works, Police, Planning & Community Environment, and Community Services Departments are participating in the task group meetings. The CRMP steering committee has requested that ~participating agencies formally endorse the CRMP process through a resolution of support. In addition, although the CRMP is primarily funded with grant monies, the Peninsula Conservation Center has requested that participating agencies pledge to contribute at least $100 annually to pay for postage, photocopies, and other miscellaneous operating expenses. Staff recommends that the Ciuty contribute up to $1,000 per year, depending on the actual amount of CRMP-related expenditures. FISCAL IMPACT The fittached resolution authorizes the City Manager to approve the contribution of not more than $1,000 to the Peninsula Conservation Center to cover administrative cos’ts during each fiscal year that the City participates in the CRMP process. ’Funds are available in the Storm Drainage Fund .operatin.g budget to cover this expenditure. ENVIRONMENTAL ASSESSMENT There is no environmental assessment required in conjunction with this report. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO IN SUPPORT OF THE SAN FRANCISQUITO CREEK WATERSHED COORDINATED RESOURCES MANAGEMENT AND" PLANNING PROCESS WHEREAS, the protection, management and control of San Francisquito Creek, its watershed, and the bay into which the Creek flows are natural resources which are of keen concern and interest to the City of Palo Alto and many other local, regional, state, and federal agencies and non-governmental organizations; and WHEREAS, the federal and state agencies have adopted and promoted a Coordinated Resource Management Planning (CRMP) approach to watershed management; and WHEREASI the Peninsula Conservation Center has led the City of Palo Alto and others in discussions of the diverse concerns and mandates affecting the San Francisquito Creek watershed and the active roles that the affected communities and organizations may pl~y in the development of a CRMP plan and process; NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION I. The City of Palo Alto will participate and cooperate with other governmental agencies and non-governmental organizations in a Coordinated Resource Management and Planning process to develop a watershed management plan for the San Francisquito Creek watershed. City resources, including the services of City staff, plans, and studies, will be made available to the efforts directed by the Peninsula Conservation Center, the lead agency for the Coordinated Resource Management and Planning process, as may be deemed appropriate by the City Manager. SECTION 2. The City Manager, on behalf of the City of Palo Alto, is authorized to contribute not more than one thousand dollars ($i,000) during each fiscal year that the City of Palo Alto is a participant in the process administered by the Peninsula Conservation Center. SECTION 3. The Council finds that the action taken herein does not .constitute a project under the California Environmental Quality Act, and no environmental assessment is necessary. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO 7~4ENDING RESOLUTION NO.7412 RELATING TO CITY FUNDING FOR THE SAN FRANCISQUITO CREEK WATERSHED COORDINATED RESOURCES M/kNAGEMENT /UND P~ING PROCESS WHEREAS, the City Council adopted Resolution No. 7412 on November 14, 1994, to signify its support for the Coordinated Resource Management Planning (CMRP) effort for watershed management planning for the San Francisquito Creek; and WHEREAS, pursuant to Section 2 of Resolution No.7412, the Council authorized the City Manager to contribute $i,000 per year to the CRMP process; and WHEREAS, the CRMP process has become more complex in the years since adoption of Resolution No. 7412, and the City Council desires to amend Resolution No. 7412, to provide a higher level of funding for the process. NOW, THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION i. Resolution No. 7412, adopted November 14, 1994, is hereby amended by amending Section 2 thereof to read as follows: "SECT.ION 2. The City Manager, on behalf of the City of Palo Alto, is authorized to contribute-nOt more than one thousand dollars ($i,000) during each fiscal year that the City of Palo Alto is a participant in the process administered by the Peninsula Conservation Center, through fiscal year 1996-97. During fiscal year 1997-98, the City Manager is authorized to contribute Eight Thousand Five Hundred Dollars ($8,500)." // SECTION 2.
