ANNUAL PUBLIC REVIEW OF COMPLIANCE OF
DEVELOPMENT AGREEMENT WITH STANFORD
MANAGEMENT COMPANY FOR 1050 ARASTRADERO ROAD
RECOMMENDATION
Staff recommends that the City Council:
Find that Stanford Management Company has complied in good faith with the terms
and conditions of the Agreement; and
Direct staffto issue a Certificate of Compliance to Stanford Management Company,
according to the provision of Section 1 l(f) of the Agreement, stating that:
a.The Agreement remains in effect, and
b.The Management Company is not in default.
BACKGROUND
In November 1993, Stanford Land Management Company proposed to develop the property
at 1050 Arastradero Road. The multiple-family residential land use designation for the site
was changed to Research/Office Park and a Development Agreement between the City and
Stanford was prepared. The Development Agreement, which requires annual review by the
City, was necessary as Stanford required a longer time frame to begin construction than the
City’S maximum of two years and the Agreement allowed the City to mitigate the loss of the
potential housing on the site.

DISCUSSION "
The ~attached letter dated. February ..20, 1998, from Susan B. Meaney, Manager, Stanford
Research Park, "of the Stanford Management Company, describes the activities of the
Management Company relating’ to the Development Agreement between the City of Palo
Alto and the Management Company for development of the Stanford-owned lands at 1050
Arastradero Road. These activities focused on completion of construction. In addition, the
required fees under the Development Agreement have been paid as follows:
9/30/96 Transportation impact fee $207,425.40
9/30/96 Housing mitigation fee (50 percent)$134,864.50
9/30/96 Extraordinary processing fee $6,465.40
7/29/97 Special additional mitigation fee $407,000.00
7/29/97 Housing mitigation fee (final 50 percent)$134,864.50
City staff finds that the Management Company is in compliance with the Agreement and
issuance of the Certificate of Compliance is recommended. Although the building has been
completed, the Development Agreement will remain in effect since it controls future
expansion of the facilities on the site.
RESOURCES IMPACT
Impacts of the project on City fees are discussed above.
POLICY IMPLICATION
This report does not represent any change to existing City policies.
ENVIRONMENTAL REVIEW
Issuance of the Certificate of Compliance is not a project under the California Environmental
Quality Act (CEQA), and no Environmental Assessment is required..

RE: Development Agreement between the Board of Trustees of the Leland Stanford
Junior University ("Stanford") and the City of Palo Alto dated January 6, 1994
Dear Jim:
I am writing to confirm that Stanford is in compliance with the terms of the above
referenced agreement. We have completed the project and received all applicable
permits from the City of Palo Alto. As such, Yamanouchi Shaklee Pharma occupied the
project in late August, 1997 and has leased the project for a long term occupancy.
