BACKGROUND In November 1993, Stanford Land Management Company proposed to develop the property at 1050 Arastradero Road. The multiple-family residential land use designation for the site was changed to Research/Office Park and a Development Agreement between the City and Stanford was prepared. The Development Agreement, which requires annual review by the City, was necessary as Stanford required a longer time frame to begin construction than the City’S maximum of two years and the Agreement allowed the City to mitigate the loss of the potential housing on the site.
