HomeMy WebLinkAbout1998-02-23 City Council (13)City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: ADMINISTRATIVE SERVICES DATE: SUBJECT: FEBRUARY 23, 1998 CMR:146:98 APPROVAL AND SUBMISSION OF NOTICE OF INTEREST IN APPLYING FOR FEDERAL DISASTER ASSISTANCE, PROJECT APPLICATION FOR FEDERAL ASSISTANCE, AND DESIGNATION OF APPLICANT’S AGENT RESOLUTION RECOMMENDATION This staffreport transmits three items that require City Council approval in order for the City to apply for federal disaster assistance from the federal government as a result of the damage that occurred and the protective measures that were undertaken during the storms of February 2 and 3, 1998. Staff recommends that Council approve the attached "Notice of Interest In Applying for Federal Disaster Assistance"; the "Project Application for Federal Assistance"; and adopt the "Designation of Applicant’s Agency Resolution," for the E1 Nino 1998 Floods (project number FEMA-1203-DR-CA). DISCUSSION It is the intention of City staff to apply for federal disaster assistance from the Federal Emergency Management Agency (FEMA) for expenses incurred due to the 1998 E1 Nino floods of February 2 and 3, 1998. The City is required to file a notice of interest stating that it will be applying for assistance. In order to file the notice of interest, FEMA requires that the City Council approve the "Notice of Interest In Applying for Federal Disaster Assistance"; the "Project Application for Federal Assistance" and adopt the "Designation of Applicant’s Agent Resolution". These must be approved in order for the City and the citizens of Palo Alto to. be eligible to seek federal assistance. Palo Alto’s application will be submitted to the State Office of Emergency Services (OES). The OES will compile the applications for all jurisdictions within California which are interested in applying for aid. OES must submit these applications to FEMA within 30 days of the Presidential declaration CMR:146:98 Page 1 of 2 of emergency, or by March 11, 1998. The different categories for which staff intends to seek federal assistance include costs for overtime, removal of debris, emergency protective measures, and damage to roads and bridges, water control facilities, public buildings, public utilities, parks, and recreational facilities. .~ Subsequent to the submission of these three items, staff will begin to prepare more detailed information regarding the damage sustained in each of the categories listed above. This information will be grouped into Category A (Debris Removal) and Category B (Emergency Protective Measures). This information will need to be compiled by staff shortly and will be forwarded to OES. The more detailed information has to be provided to FEMA within 60 days of the declaration of the emergency by the President.
