HOMER AVENUE RECOMMENDATION Staffrecommends the Council approve the attached Budget Amendment Ordinance (BAO) in the amount of $65,000 for the City’s contribution to the cost of structural repairs made by the Museum of American Heritage (Museum) to the Williams house at 351Homer Avenue. BACKGROUND On June 10,~ 1996, Council awarded the Museum an option to lease the Williams property at 351 Homer Avenue for the purpose of developing and operating a park and museum open to the public. On May 7, 1997, the lease between the Museum and City was executed, and construction on the project was begun. During construction, the Museum discovered significant structural problems with the Williams house for which it had not budgeted. Specifically, it appeared the stucco may need to be entirely replaced rather than patched, and the wood sheathing showed signs of significant dry rot. On September 15, 1997, the Museum sent a letter to the City Council requesting the Council authorize an allocation not to exceed $65,000 to be used solely for the structural integrity and plastering costs of the Williams house. On October 27, 1997, Council approved the Museum’s request and directed staff to return to Council for approval of a BAO to cover the cost of repairs, up to a maximum of $65,000. DISCUSSION Following Council’s October 1997 approval, the Museum, working with a contractor experienced in plaster testing and restoration, determined that all the stucco and rib lath on the house had to be removed. Once this was done, it became clear that much of the lower Sheathing, virtually around the entire building, was severely damaged either by termites or dry rot or both. Approximately two feet of the lower end of the sheathing was removed, new CMR:124:98 Page 1 of 3 blocking between the studs was ,installed, and pressure-treated 3/4-inch plywood and sheetmetal flashing was installed over thelower end of the plywood to protect it against the raised earth on some portions of the ~exterior of the building. The stucco replacement, consisting of three coats, is close to completion. The final coat is scheduled for completion in late January, and its texture will replicate a finish similar to the original stucco. The Museum has recently submitted its estimate for costs, totaling $69,675 (Attachment B), and requested release of the $65,000 contribution approved by the City.. Following Council approval of the attached BAO and the Museum’s submission of appropriate documentation of actual costs, staff will process a reimbursement to the Museum for costs, not to exceed $65,000. RESOURCE IMPACT The attached BAO requests funds in the amount of $65,000 from the General Fund Budget Stabilization Reserve. POLICY IMPLICATIONS This recommendation is consistent with Council direction given on October 17, 1997. ENVIRONMENTAL REVIEW An environmental impact assessment determined that the project would have a less-t~han- significant impact on the environment and a Negative Declaration was adopted by the City Council on June 10, 1996. No further environmental review for the project is necessary under the requirements of the California Environmental Quality Act (CEQA). ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1997-98 TO PROVIDE AN ADDITIONAL APPROPRIATION IN THE AMOUNT OF $65,000 FOR CITY CONTRIBUTION TO COST OF STRUCTURAL REPAIR OF WILLIAMS PROPERTY, 3’51 HOMER AVENUE WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 23,, 1997 did adopt a budget for fiscal year 1997-98; and WHEREAS, on June I0, 1996, Council awarded the Museum of American Heritage (Museum) an option to lease the Williams property at 351 Homer Avenue for the purpose of developing and operating a park and museum open to the public; and WHEREAS, during the construction, the Museum discovered significant structural problems with the Williams house for which it had not budgeted; and WHEREAS, the Museum requested that the City Council authorize an allocation not to exceed $65,000 to be used solely for the structural integrity and plastering costs of the Williams house; and WHEREAS, On October 27, 1997, Council approved the Museum’s request; and WHEREAS, City Council authorization is needed to amend the 1997-98 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION i. The sum of Sixty Five Thousand Dollars ($65,000)is hereby appropriated to non-salary expenses in the Property Management Functional Area in the Administrative Services Department, and the Budget Stabilization Reserve is correspondingly- reduced. SECTION 2. This transaction will reduce the Stabilization Reserve from $17,438,351 to $17,373,351. Budget SECTION 3. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. SECTION 4. The Council approved a Negative Declaration for this project on June i0, 1996. SECTION 5. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
