Recommendation
Staff recommends that the Finance Committee recommend to the City Council to
approve the Fiscal Year 2015 Proposed Municipal Fee Schedule.
Background
Annually, as part of the budget process, staff submits the Municipal Fee Schedule for
Finance Committee review and approval and final approval by the City Council. The
City charges fees and fines for a variety of services prov ided. These include fees for
photocopies, building inspection services, or room rentals.
In Fiscal Year 2013, staff embarked on citywide cost of services study. Part of that
study included a review of the City’s calculation of expenditures linked to a particular
fee activity in order to determine the cost recovery level. These expenditures include
the budgeted cost of staff time including salaries and benefits; related non-salary
expenditures; department and citywide cost allocations to recuperate costs for
department management oversight and internal support functions such as purchasing,
payroll, or human resources; as well as the assessment of a technology fee, as
approved by the City Council as part of the adoption of the Fiscal Year 2013 Municipal
Fee Schedule. As presented to the Finance Committee in November 2013, with the
release of the Fiscal Year 2015 Proposed Municipal Fee schedule, staff is taking the first
steps with presenting the cost recovery levels for certain fees as supplemental
information to this report and to further the discussion of a draft User Fee Cost
Recovery Level Policy. This draft policy is scheduled to be brought forward for City

Council input in fall 2014.
As part of the approval of the Fiscal Year 2014 Midyear Budget Review, Development
Services was allocated funding for a study to more precisely determine the activities
related to development services fees. As discussed during the ongoing budget
hearings, as part of the Fiscal Year 2015 Proposed Operating Budget, staff recommends
funding for consultant support in the Planning and Community Environment (PCE)
Department as well as the addition of 1.0 Management Analyst in the Community
Services Department (CSD) to support fee-related activities. With the consultant
funding, PCE will be able to determine the staff time and related costs spent on PCE
fee-related activity. With the proposed addition of the Management Analyst position,
among other duties, CSD will comprehensively review its fee structure on a regular
basis for the various camps, classes, theatre performances, and other activities in order
to align the fees with various factors such as demand, potential subsidies for youth or
seniors, and market elasticity as well as determine the cost recovery levels.
Discussion
As mentioned above, staff has major work efforts underway or planned for the future
pending approval of the Fiscal Year 2015 Proposed Budget, which will assess in detail
fees related to the Community Services, Development Services, and Planning and
Community Environment. Therefore, the Fiscal Year 2015 Proposed Municipal Fee
Schedule primarily recommends adjustments to fees outside of these departments. Fee
adjustments (indicated with shaded grey cells in the attached schedule) include the
maintenance of the Fiscal Year 2014 Adopted Fee Schedule cost recovery levels ;
increases of development impact fees in accordance with the applicable Municipal Code
section; addition of fees; deletion of fees; and transfer of development related fees
from the Fire, Planning and Community Services, and Public Works departments to the
newly created Development Services Department.
Cost Recovery Level Maintenance
In comparison to the Fiscal Year 2014 Adopted Operating Budget to the Fiscal Year
2015 Proposed Operating Budget, the cost for salaries and benefits increased by
approximately 5.8%. In order to maintain the same cost recovery level, fees except for
almost all fees in the Community Services, Development Services (Building Division),
and Planning and Community Services were reviewed and adjusted upward by this
percentage. This upward adjustment may have resulted in a fee increase of as little as
$1 and up to $100. The Advanced Life Support fee, which is the charge for ambulance
transport and supplies, is recommended to be increased from $1,725 to $1,825 in order
to account for the higher average salary and benefits costs. For fees reviewed regarding
cost recovery levels, if the cost recovery level exceeded 100%, these fees were reduced
such as fees in the Administrative Services Department’s Real Estate Division.
As discussed above, with the release of the Fiscal Year 2015 Proposed Municipal Fee

schedule, staff is taking first steps to present cost recovery levels for certain fees as
supplemental information to this report and to further the discussion of a draft User Fee
Cost Recovery Level Policy, which was discussed at the November 5 Finance Committee
meeting. This draft policy is scheduled to be brought forward for City Council input by
fall 2014 with a deeper analysis of the information provided in the table below. The
information in the table below presents cost recovery ranges for Fiscal Year 2015
Proposed Municipal Fees for certain fee groups included in the attached Municipal Fee
Schedule.

As can be gleaned from the table, cost recovery levels vary widely within groupings of
fees. Staff is not recommending any adjustments to fees with low cost recovery levels
at this time except to maintain the same level of cost recovery between the Fiscal Year
2014 Adopted Fees and the Fiscal Year 2015 Proposed Fees. After the City Council
provides input to the draft User Fee Cost Recovery Level Policy in fall 2014 within the
context of the analyzed fee cost recovery levels, staff intends to return to the City
Council via the Finance Committee with a final policy for approval. This policy will then
guide the setting of fees and achieving potentially higher cost recovery levels for future
budget cycles.
Development Impact Fees
In the Planning and Community Environment section of the attached document,
development impact fees were updated in accordance with the applicable municipal
code section.
New Fees
Seven fees are added in the Fiscal Year 2015 Proposed Municipal Fee Schedule : one fee
in the Administrative Services Department; four fees in the Library Department; and
two fees in the Planning and Community Services Department. The fees primarily are
recommended to be added in response to new programs and services offered. For
example, the Library Department makes Chromebooks available and recommends
approval of room rental fees for the Mitchell and Rinconada Library community rooms
consistent with Community Services Department room rental fees. Further, with the
approval of Public Art Program for Private Development, a development impact fee is
recommended to be added to the schedule.

Deletion of Fees
Fourteen fees are recommended to be deleted in the Fiscal Year 2015 Municipal Fee
Schedule as follows: three fees in the citywide section; four fees in the City Clerk’s
Office section; four fees in the Library Department section; two fees in Public Works
section; and one fee in the Administrative Services Department section of the Municipal
Fee Schedule. The fees are recommended to be deleted as they are obsolete due to
changes in business (e.g.: City Council agendas and minutes are available on the City’s
website); the technology does not exist anymore (e.g.: fee for electronic media
duplication on 3.5” diskettes); or the fee was duplicated (e.g.: the fee for the Zoning
Map Booklet was removed from the citywide section, since it is included in the Planning
and Community Environment Department section of the Municipal Fee Schedule).
Development Services Department Fees
The Fiscal Year 2015 Proposed Budget consolidates development-related activities from
Fire, Planning and Community Environment, and the Public Works departments to the
Development Services Department. The Proposed Fiscal Year 2015 Municipal Fee
Schedule reflects this consolidation by recommending to move development-related
fees from the Fire, Police, Planning and Community Environment, and Public Works
departments to the Development Services department.
Resource Impact
The Fiscal Year 2015 Proposed Operating Budget includes approximately $200,000 in
revenue increases due to the increase in certain fees as identified in Attachment A by
approximately 5.8% (fees recommended to be updated or moved to another section in
the document are shaded in grey). The fees are recommended to be increased by
5.8% due to the equivalent average citywide increase in salary and benefits costs from
the Fiscal Year 2014 Adopted Budget to the Fiscal Year 2015 Proposed Budget.
Development Impact fees are increased in accordance with the applicable Municipal
Code sections.
Policy Implications
These recommendations are consistent with existing City policies. In accordance with
Proposition 26, the amount of new or increased fees and charges is no more than
necessary to cover the reasonable cost of the City service, and the manner in which
those costs are allocated to a payer bears a fair and reasonable relationship to the
payer’s burden on, or benefits received from, such a City service.
Environmental Review
Adjustment to the Municipal Fee Schedule does not constitue a project as defined in
Public Resource Code Section 21065 for the purpose of the California Environmental
Quality Act.
