Recommendation
Staff recommends that the Finance Committee recommend to that the City Council approve the
proposed changes to the 2014 Municipal Fee Schedule (Attachment A).
Background
Local governmental operations are primarily funded from taxes, user fees, fines and grants.
“User fee services” are those services that are performed or provided by a government agency
on behalf of a private citizen or group. The starting assumption underlying most fee
recommendations is that services benefiting specific individuals – as opposed to the community
as a whole – should be paid for by the individual(s) receiving the benefit. However, there are a
number of factors that influence cost recovery levels, including elasticity of demand, economic
incentives (or disincentives) and the extent to which a particular service benefits the
community at large as well as specific individuals or groups.
Discussion
In the prior Fiscal Year, due to significant increases in pension and other benefit costs over the
past few years, the city adopted a 3 percent increase to fees across the board.
Other fee increases were deferred pending completion of the cost of services study (MGT). Due
to delays, MGT’s analysis could not be finalized prior to completion of the Fiscal Year 2014
Proposed Budget document and Municipal Fee Schedule.

For Fiscal Year 2014, changes have been limited to fees which are mandated, new fees,
corrections to previous year fee adjustments and enhancements to fee descriptions to provide
reader clarity. For example, a fee has been added for the new Alma Plaza Community Room,
which is available for rental.
Based on prior years’ fee analyses and rising benefit costs, the fees will still remain below ful l
cost recovery levels (in some cases, far below). Once the cost of services study is finalized,
additional fee modifications will be discussed.
This staff report transmits the proposed Municipal Fee Schedule for Fiscal Year 2014. Changes
to the Municipal Fee Schedule book are shaded, and text that has been deleted has a line
through it.
Resource Impact
Approval of the proposed changes to the Municipal Fee Schedule is projected to result in a
negligible increase in revenues. No revenue targets have been adjusted in the Fiscal Year 2014
Proposed Budget as a result of any of the Muni Fee Changes. Actual revenues may vary based
on changes in utilization or volume.
Policy Implications
These recommendations are consistent with existing City policies. In accordance with
Proposition 26, the amount of the new or increased fees and charges is no more than necessary
to cover the reasonable costs of the city service, and the manner in which those costs are
allocated to a payer bears a fair and reasonable relationship to the payer’s burden on, or
benefits received from, such city service.
Environmental Review
Adjustment to the Municipal Fee Schedule does not constitute a project as defined in Public
Resources Code Section 21065 for the purposes of the California Environmental Quality Act.

35 miles south of the City of San Francisco and 12 miles north of the City of San Jose.
Spanish explorers named the area for the tall, twin-trunked redwood tree they camped
beneath in 1769. Palo Alto incorporated in 1894 and the State of California
granted its first charter in 1909.

The Director of Community Services is authorized to offer promotional fee discounts of up to 25% for purposes of promotion and
marketing of programs. Such discounts are intended to maximize revenue and/or participation.
* Art Center Foundation members are eligible for a 20% discount on one (1) Studio class per Foundation membership year ($100.00
and above) to be reimbursed to the City from the Art Center Foundation.
*A 25% or 50% fee discount through the Fee Reduction Program is may be provided for low-income youth, seniors, and/or disabled
adult residents. Income eligibility is determined using the Community Development Block Grant (CDBG) Low-Income Guidelines.
The Low-Income Guidelines are established at 80% of the Santa Clara County median income level. The income level for disabled
residents is established as 100% of the Santa Clara County Median Income. Each youth, senior, and/or disabled adult accepted into

Class II - 501(c)3 Non-Profit Organizations: IRS recognized non-profit 501(c)3 organizations may receive a 50 percent reduction on
basic facility rental rates upon verification. Only facility rental rates may be reduced and all other fees, such as staffing and equipment, are
charged at the full rate. Non-profit organizations charging or collecting fees or raising funds are not eligible for reduced rates and basic
fees will apply. This does not apply to class registration fees.
Class III - Individuals, Groups, Organizations, and Businesses not charging fees: Basic rental fees apply.

entire time the user has access to the facility. Pay rate is increased to one and one-half times for each hour in excess of scheduled

4. Rental groups may use volunteers in ushering position, subject to approval of the Theatre Manager. Volunteers will be
responsible for assuming the duties of the regular staff and must meet with the theatre technician prior to production to receive

1 foot above ground level and 1 inch is to be subtracted from the diameter to determine fee.

Discharge Permit. Permits have five year durations except for Exceptional Waste. Industrial Permit requirements and definitions
are contained in Chapter 16.09 of the Palo Alto Municipal Code. Exceptional Waste discharges in excess of 25 CCF are subject to
volume based discharge fees as shown in Utilities Schedule S-2.
