The minutes of the meetings of the Council on July 12 and August 9, 11 and 17 were read and approved as read. Equalization Minutes Approved, The minutes of the Council sitting as a Board of Equal- ization on -August 2 and 3, 1920, were read and approved as read. Chamber of Commerce Request Referred. Knud F. Nielsen, representing the Chamber of Commerce, presented a request that certain improvements be made along the San Francisquito creek in the vicinity of the,giddlefield Road bridge. On motion the request was referred to the City Planning Commission. Petition for Annexation: East Palo Alto. A petition, entitled "Petition to the Council of the City of Palo Alto by More than One-fourth of the qualified Voters of That Certain Territory to be.Known as East Palo Alto for the An- nexation Thereof to the City of Palo Alto" filed in the office of the City Clerk on August 17, ;1920, was -Presented and read. At- tached to said petition is an affidavit ,of C. E. Longanecker who circulated the same' as -to the validity Of the signatures thereto; also an affidavit of the city clerk of Palo Alto as to the fact that more than one-fourth of the qualified electors in said terri- tory had Signed said petition; and`.also a map showing the boun- caries of said territory. On motion of Thoits, seconded by Miller, said pet i ti on, was received and Ordered filed. Resolution: Annexation of East Palo Alto. A.resolution, -entitled Resolution of the Council of the City of Palo Alto in the Matter of the Annexation of Outside Ter- ritory, to be Designated: 'East Palo: Alto' to the City of Palo Alto, in Accordance with the Peti tion of EleRtors of Said Territory,' and Providing for Notice of Said Election, was presented and read. On' motion of Cooley, seconded by Jordan, said resolution was adopted by iunanimOus vote on roll call. A resolution, entitled -"resolution for the Purchase of t e South Palo Alto Waterworks" was introduced and read, and on Ft motion of Jordan, seconded by Easterday, was passed by unani ohs vote on roll call. -_Said resolution authorizes the Mayor and City Clerk to enter into contract; for the purchase of said water works. The matter of children being prohibited from riding bi- cycles in the business section on n University Avenue, bro;}grnt up by Councilman Thomas, was referred to the attorney and the Board of Public Safety. At the suggestion of the : ayor the signing of the agree- ment and notes for the purchase of the. Seale Waterworks was laid ov- er until the cost of the betterments :wade since January 1, 1920, has been determined. $5000 Borrowed from Subway Fund. On motion of Thoits, seconded by. Jordan, thesum of wj000 was borrowed from the Subway Fund and transferred to the Power Plant Construction Fund, to. be used in the installation of an additional feeder line from the power plant to the business district, by unan- 'imous vote on ' roll call. Purchase of Bonds Authorized. Appointment of Member of Library Board: The Mayor announced the election of a member to the Li-. brary Board in order at this time, and appointed Councilman Swain and Thoits as tellers. The first ballot was unanimous for Yr.. E.A.Cottrell who received 14 votes. The Mayor declared Mr. Cottrell duly elected to the office of Member of the Library Board. Palo Alto <.nd Runm rmede Councilman Jordan addressed the Council on the dangerous condition of the bridge at' University Avenue connecting the City of ' Palo Alto and Runnymede. He suggested that as the Runnymede district is' now a. portion of the Palo Alto municipality, action :should be taken by. the Council to make this bridge a safe road way. A motion was made by Jordan and seconded by Thoits that the Board of Public Works consult with the Board of Supervisors of San Mateo: County to bring about tae immediate repair of this bridge; that. the matter of the future reconstruction, 'of an adequate bridge between Palo Alto and Runnymede be brought before the Board of Public Works, the Peninsula Railway Company, and the Board of Supervisors'- for the counties of Santa Clara and San Mateo.
