The Council of the City of Palo Alto met in regular sea -
n pre- sion on this date at 8 p.m., with Mayor Swain presiding. Roll call

The minutes of . the regular meeting of Febr. ,,,ry 9, 1920,
and of the called meeting of February 2;i, 120, were read and ap-
proved as read.
Communication: Filed.
A communication from the State immigration and Lousing
Commission was read and ordered filed.
Report on Avenue 1rr_ roveren is : Rea erred ,
A report from a special committee of the lann;,nF, Com-
mission and Chamber of Commerce on improving University evenue
was read and referred to Committee {#1 and the Board of Public Works.
Report of Co mmittee *4: Schpol Zonin 7.
Chairman Thoits reported for Committee 7r4 in the matter
of the request of the Board of Education and the report of the
Planning Commission thereon that Block 100a be placed in Zone #4,
The committee found that it was not feasible to close a Tula. aven-
ue or for the city to purchase Blocks 104 to 108 ircln• ive for
recreation purposes and was of the opinion that it is the province
of the Board of Education and the taxpayers to choose a site for
school purposes. It was suggested that the matter of location be
nut to a preferential vote of the people before proceeding to a
bond election, and Blocks 100 a,, Blocks 103, and 104, and Block 62,
were suggested as possible sites. The committee recommended that
tee Council pass the following resolution:
01Resolved, That it is the sense of the City Council that
the Zoning Ordinance be amended. to include . in Section 4 such prop-
erty as the Board of Education and the taxpayers may purchase for
school purposes"
On motion of Thoits and Jordan the report of Committee 4
was adopted and the recommendations approved.
Committee #4 further recommended the enactment of Ordi-
nance #105 and. 106.
Hearing on Zone Changes: Continued.
Under special orders of the day, the hearing of the mat-
ter of -changing the easterly half of Block part and a ''1�. � T. of B� ►

43 from Zone #1 to Zone }44 was brought up.
After discussion, Miller and Easterday moved that the
L=ayor be authorized to appoint a committee of five to co-operate
with the Board of Education in connection with holding a prefer-
ential election. The motion was passed.

Jordan and Terwilliger moved that the Council proceed
with the hearing. The motion waa adopted.
The Clerk read a .pxotest signed by property owners a-

Mr. Douglas Watson spoke on behalf of the Protestants,
presenting the reasons why said pro testae is object to having Block
.00a placed in Zone #4.,

Ordinance #205, entitled "An Ordinance Providing for
the Including of East Palo Alto under tine Provisions of the Zone
Ordinance jtl72 of the City of Palo Alto," was given second read-
ing and on motion of Bertsche and Thoits was passed by unanimous
vote on roll call.
Ordinance #206 (Planninee Commission : Pasoed.
Ordinance #206, entitled, "An Ordinance Amending Sections
2 and 3 of Ordinance /T130 of the City of Palo Alto Relating to the
City Planning Commission," was given second reading and on motion
of Terwilliger and Thoits was passed by unanimous vote on roll
call.
Report o.f ':Works Board: Transfers
The report of the operations of the Department of Public
Works was submitted together with a special report reating to
the condition of various funds. On motion of Jordan and Easterday
the matter of making certain transfers of funds was referred to
CommGirree #4 with power to act.
The report of the Treasurer f o r : 'ebruary was read and
ordered filed.
Deed to Lots 11 and 12. ;:J:lock b .
The City Attorney reported that a deed had been receiv-
ed transferring. lots 11 and 12, 3lock 89, to tte City of Palo Alto.
Jordan and Blair moved that the deed be accepted and re-
corded and that the Attorney be ins trusted to prepare a resolution
governing the use of said property for charitable purposes. The
:notion was passed by unanimous vote on roll call.
Claims Allowed.
On motion of Miller and Terwilliger the following claims
were allowed and warrants authorized in. payment of the same by
unanimous vote on roll call:

of Public Works was presented and read.
Thoits moved that the resignation be accepted with re-
gret and that., the City Clerk be instructed to convey to 3uc.%an
the thanks and appreciation of the Council for the 1cr: ; and valu-
able service he has rendered the city. The motion was second.ec
Terwilliger and passed by unanimous vote.

Chairman Thoits of Committee #4 explained the need for
extending water service to East Palo Alto and submitted the City
Engineer's estimate of the cost of the installation of pipes and
meters.
Thoits moved that +x31800.00 be transferred from the water
fund to the water construction fund for tnis purpose. The motion
was seconded by Jordan and passed by unanimous vote on roll call.
