A copy of a tletter from the State Railroad Commission to
the Supervisors of Santa Clara County, relative to the grade
crossing at Palo Alto Avenue ` and Alma Street, was referred to Su-
pervisor Cooley.

A repory from the .Board of Public submitting with
its approval a report on paving by the City Engineer and recommend-
ing an : appropriation of $16,000.00 for paring machinery, was re-
ceived and ordered .filed.,
A report from > Committee #1 recommending the enactment of
an ordinance empowering the Department of Public Wor re to do pav-
ing was received and ordered filed,
Committee #4 submitted a report, recommending (1) that a
resolution be passed abandoning street work under Resolution of
Intention` Series '1, 192,3 and Reeolutiofl cif, Intention, Series 2,
192:1; (2) that. -an o dinanoe .be passed 'eating the power to pave
streets in the Department. of, Public. Works:; and (3) that the Council
authorize the Department of Pubi.ic'Works to proceed with the paving
of streets under private.,;-coi tractwith property owners. On motion
of Thoits, seconded by. Bertsche,` the report was approved and order-
ed filed.

State Senator R. C. Tones..` that Charter Amendme:cats 5os. 20, 21 and,
22, 'neal been approved by the State Legislature and ne.d become
operative on April 14, 1921::

electors in annexed territory holding office as Councilmen within
three years from the date of . such annexation, was read. The City
Attorney advised the Council that Court decisions affirm. the legal-
ty to hold :suchoffice by electors who had lived the- three years
in the territory annexed,. The letter was ordered filed..

on motion of Tholts,`: seconded by Jordan, was passed by unanimous
vote on roll call.

Ordinance #217 (introduced and given first reading on
April 11, 19211, entitled "An Ordinance of the Council of the City
of Palo Alto Adopted as Provided. by Charter .Amendment No. VIII of
the Freeholder's Charter of said City, Providing for Street Work
to be Done by the Department of Public Works of said City" was
given second reading :e.nd on motion of Cooley, seconded by Easter -
day, was pa..ssed by unanimous vote on roll call.

?he City Engineer explained that it .:.s the purpose of the
Department of Public Works to proceed with. paving with concrete
pavement by .having the property owners on a few blocks" sign con-
tracts for such work, the owners to pay in advance the cost of the
work as estimated.in a prepared assessment roll.. The work will e
carried on' in a progressive ,manner as rapidly as practicable.
