January 10, 1921.
The Council: of th•e,:r-i;ty of Palo Alto met in regular ses-
sion on this date at 7:30 : p.m. ,: with Mayor Cathcart presiding.
8o11 call as follows:-

Absent: 3er tsche:. PetersoSI, Roller, Ting.
The minutes of; the regular meeting of December 13, _ 1920,
were read and approved is read.
Petition to Narrow Rut zven Ave ie : Ref erred .
A petition was received from property owners on Ruthven
Aye lue in Block 34,.- asking that said; avenue through said block be
ea_ro ed from 6o feet `to 50:.f'eet in width:. On motion the peti-
tion was referred to Committee f 1,
Petition to Purcase Creek Land Referred.
A request was received from Mr, Rei terman that the City
sell aim a parcel of land„along the creek in Block 34. The matter
was referred to Committee #1.
Petition to Rezone:. . Referred.
A .petition was presented from residents of Block 27 and 40
on Cowper street and near -by .residents, asking that the city be re-
zoned to bar Orientals from, residential districts. Communications
were appended from the Chamber of Commerce and the 'Native Sons
enaorsing the petition.
On motion of Miller and Terwilliger the petition was re-
ferred to the City P1.anning, Commission.
To Rezone School Blocks.
A . ecommenc°ation from the City Planning Commission that a
portion of Block 43 and .Blocks 103 and 104 'be placed in the school
z„ne was on motion of Thoits and Cooley referred to the City At-
torney to draft the required proceedings.
I-ssrchase of 1larsh. L nd : Pe ao its ,,and Resolution.
A report wasreceived from tie Board of Public Works re-
commending the purchase .:of forty acres of marsh land as shown on e
=Ur presented with the report.
A : reportwas received from :Carom ttee #4 approving said re-
port and recommending that saidmarsh lard be purchased at a price
of 32500.00 and that said sum be borrowed from the Subway Bond Pund
foe said purchase
On motion of: Thoits and Swain both of these reports and
recQi1. erdations were approved.
On motion ::of Tr.oi ts, seconded by Swain, the transfer was
ast:ior ized of $2500:0,0::from' the Subway' Fund to the General fund
:o pay for the :purchase of ,said marsh land.
A resolution: entitled: "Resolution, of the Council of the:
City of Palo Alto Relating to the Purchase of Marsh Lands," was
introduced and read, and on motion of Cooley, seconded by TI ofts,
was passed by unanimous, vote on roll call.
As to Sale .;of 'Townsend House:
A report from the Board of Work: recommendinc, that the
sale of tree Townsend 17.ouse be deferred was approved on motion of
coley and Thoits,

A. report was rreceived from Committee #4, recommending
that said report of.. 'tie Board of Werke be approved and that pro-
ceedings be .author-ized' as recommended.
On motion of Jordan and Blair both of these reports were
approved and the necessary proceedings to institute said paving
were :authorized.
Report of Committee. i1. (iesei Bond Election) : Aenreved.
Chairman Cooley of Committee el., to which was referred
the report of the Oeard of.Public Works relative ` to the acquisition
of a Aieoel engine generating unit, together with, an estimate of
the cost and a recommendation that an election be called to vote
on the issuance of bonds for said purpeee. made a report recommend-
ing that an election be held to ,; e to on the issuance of '96,000.00
for said ;pu;?poses r
On motion of Thoits, seconded by Swain, the report and
recommendation were adopted.
On a ction' of Thefts, seconded by Cooley, the City .Attorney
was asked to prepare resolutions and ordinances for holding such
election.

Report of Committee/f2: louse for Fireman
Committee #2 reported that an arrangement had been made
by which the residence at 440 Bryant Street was to be vacated for w':e
use of Fireman Dirks andthat the tenant a; said place had been
given the option tdoccupy the upper flat at 414 Bryant Street

to Committee #2. (see action later in thismeeting)

posed acquisition of the Peninsula hospital. Said committee also
recommended the : .doption of a resolution authorizing the :':ayor to
refer matters to committee between Council meetings.

ized by unanimous vote on roll call.
Cancelled Coupons
The Auditor requee+'a.d t.aat he oe authorized to draw a
warrant in favor of the ci ty" for, $2750.00 to cover the cancelled
coupons on 'Mater and. Sewer Bonds of 1915 solo. to the City. so that
is books and segregation blanks would show a proper record of the
transaction.
On motion of Terwilliger and Easterday, such warrant was
authcri zed .

On motion of Easterday and L'filler, it was ordered .that

Chairran Jordan of Committee e.e #2 reported that the committee
desired to reaffirm its report on providing a residence for the
`, re `ruck driver. which was. referred back earlier in thie rrieet::ng.

As to State Census.
:Kealth Officer Olsen: presented the :meter of l_aving- the
Council pass a resolution -petitioning txie State Legislature to enact
a law to have 'a state census taken in 1925 and every ten years
aeeeaftere 'The matter was: refer led to the Attorney to prepare
such resolution.
