Sale of Bonds It was announced that this was the time for the opening of bids for, the sale of 024,000 of the Water and Sewer bonds of 1923 and :30,000 of the Bower and Water bonds of 1924. On motion of Cathcart and Bonn, the above: recommendations were approved, and the City Engineer. and City Attornea. were requested -to prepare the necessary papers. A 'report was also received from Committee No. 1, .recommending that -thee ordinance amending the Plumbing Law -of the City of Pal Alto, be: adopted. Concerning .Orai.nanC e on : si^;ns It was reported that Committees No. 1 and No.. 2 had held a joint seseion, for, consideration of the ordinance on signs and billboards, but were not yet ready to make a recommendation. Report of Committee No. 4 A report: was received from Committee No. 4. On motion of Bertsche and Cooley, item :No. 3 referring to the letter from W. L. Peet concerning assessed values in city and county property and recommending teat there be no change in present method, was approved. Referring, to a petition for annexation of certain mot;;: territory below Oregon Avenue, Committee Io. 4 reported that. there lee tee requisite25 per cent of aualif'ia voters petitioning for this annexation and recommended that the petition be denied. On motion of Molts and Daveneck, the recommendatton of the committee was approved. On motion of Wood and Cooley, Item No. 5 cf the report, recommending' that tee city appropriate 4250.00 from the. contingent find. as its share of the cost for joining with other Peninsula cities in investigation of present and future water e ply of the Peninsula, was approved by unanimous vote on roll c . On motion of Thoits and Bonn, the recommendation of Committee No 4 that ' $300.00 be appropriated from the contingent fund for the purposeof keeping open the Lytton Avenue school grounds as children's playgrounds for three months in the summer was approved, this amount to be expended under the direction of the Board of Works., In item No. 7 of the report, Committee No. 4 recommended that $7228.71 be appropriated to improve Palo Alto Avenae from Alma to Bryant Streets and between 'lyaverley and Cowper Streets, and also the intersection at Seneca Street, this sum of $7228.71 to be transferred from other appropriations as follows: 2OOO from the Palo Alto Avenue paving fund. 5228.71 from Embarcadero Road paving fund. On motion of Thoits and Lausten, this recommendation was approved by unanimous vote on roll call. The recommendation of Committee 1o. 4 that the contract for printing the bonds for the $200,000 bond issue for water extension be awarded to Carlisle & Company at their bid of 4280.00 was approved, on motion of Cooley and Bertsche. On motion of Kelly and Duveneck, the recommendation of Committee No. 4 that an appropriation of ;2000,,00, to be taken from the contingent fund,, be made to the library board for the purchase of library books, was approved. Concerning Taxes on Block 27 A report was received from Committee No. 4 recommending that the City Attorney be requested to communicate with the .Tax Collector of : Santa Clara County and ascertain the amount of games claimedby the county in the assessment of Block 27, South Pao Alto, and if it is found that the sum is only a small one,: that the city pay these taxes upon the condition that the city receives: a deed to this property from the owner of record. On motion. of: Cooley and Lausten, this recommendation Iles approved by unanimous vote on roll call. Concerning Lease of Spring Valley o-ope rte; A report was . read from Committee No. 4 recommending that the Council approve the recommendation of tre Board of Works of April 6th with reference to the acouisitian,of a lease of approximately 286acres from the Spring /alley holdings adjacent to the property now owned by the city, and that the necessary funds for the first payment of said lease betaken from the contingent fund. Concerning Condemnation of Greer property Committee No., 4 recommended that the City Attorney and Board of Works be authorized to proceed to condemn the land necessary on the Greer property fronting on Embarcadero Road frog the Southern Pacific right; -of -way to the State highway, and also property fronting on the State highway. from Embarcadero Road to the Merner Lumber Company's holdings in Block L, as described in Resolution of Intention for widening Embarcadero Road and the plat accompanying same. The Board of Works also recomwended that the ordinance regulating the moving of old houses be adopted; and that a quit -claim deed be executed by the city to Gustav Berson for a small triangular piece of land at the intersection formed by the soutrwesterly line of Seneca Street and the northwesterly ' line of Homer Avenue. Letter from. Park Committee A letter was read from Birge Clark, Chairman of the Park Committee ofe the Chamber of Commerce, concerning the improvement of the University Avenue entrance. On Motion. of Hobart and Bertee7ae, this, matter was referred to the Board of Works and Committee No. `. Report of Planning Commission A report Was received from the City Planning Commission. That portion of the report concerning the closing of Oxford and Cambridge Avenues was referred to the City Attorney and Board of Works. That part of the report recommending the opening of Dartmouth and Wellesley Streets and the conversion of certain portions of Oxford and Cambridge Avenues for park purposes was referred to the City Attorney and Board of Works. Resolution (,utt Claim Deed) A resolution approving the recommendation of the Board of Pulblic Works that a Quit -claim deed be executed by the City of Palo Alto to Gustav terson was read, and on motion of Thoits and Mrs. Thomas,was referred back to the City Engineer and City Attorney. Resolution Passed (Condemnation Proceedw„,zs) • Resolution No. 490 authorizing the commissioners appointed under Resolution of Intention No. 3-1923, to proceed in condemnation for the acquisition of certain lands, was read and on motion of Bertsche and Lausten, was passed by unanimous vote on roll call. Resolution (Laumeister Lease) Resolution No. 491, approving agreement for lease and option of sale of certain lands by Gustav Lemmeister to the. City of Palo Alto, was read and on motion of Thoits and Hobart, was adopted by unanimous vote on roll call. On motion of Thoits and Hobart, the: necessary appropriation of 44497.96 for the first payment on the lease teas made, as rec ommended by Committee No. 4. Ordinance (Moving Building, s) An ordinance relating to the moving of buildings upon and along publicstreets, together with a letter from the City Attorney on this matter, was referred to Committee No. 1. Meow 478 Ordinance ? L;22dir.,g Io.34c Ordinance No. 349, amending section 3 of Ordinance No. 345, was read and on motion of Thoi is ' and Mrs. Duveneck, was adopted as anemergency ordinance by unanimous vote on roll call. Ordinance ' on Setbr_ck Lines An ordinance relating to setback lines for the City of Pala Alto was given second readng, and on motion of Molts and Cooley consideration of this ordinance was deferred until the next meeting. Crclin:{once Amending Plumbing Lvs An ordinance amending the 21umbing Law of the City of Palo Alto was read, and on motion of Cooley and Lausten was referred back to Committee No. 1 for further investigation. Ordinance Approving for of Bonds A Ordinance No. bonds of 1926, was read and passed by unanimous vote on 350, approving the form of water on motion of Lausten, and Cooley, was roll call. Reports of Officials The reports of the Departments of Public Works and Ptblic Safety, and of the auditor and Treasurer for the month of May were received and placed on file. Claims A bill of $150.00 from Alfred 3. Engle for premium on the bond of the City Treasurer was referred to Committee No. 5.
