The Council of the City of Palo Alto met in regular
session on this date at 8 P. 114, with Mayor Jordan presiding.
Poll call as follows:
Present: Bertsche, Bonn, Cathcart, Easterday, Hobart
Jordan, Kelly, Thoits. '
Absent: Cooley,� /. Cottrell, D renedk, Lao.aten, Thomas,
Wing,,_ ood,
The minutes of the meetings of April 12 and 19 and
May 3, 1926, were approved as read.
Petition for Annexation
A petition was received signed by twenty-five
property owners in the dim.trict below Oregon Avenue asking that
the Council take the necessary procedure for the annexation of
said territory to the City of Palo Alto. On motion of Thoits
and Berteche, this matter was referred to Committee No. 4 and
the ,City Clerk to cheek up on the population of the district to
ascertain if the required number of property owners had signed
the petition.
Letter from, lie.:rren Shannon
A letter was received from Warren Shannon,, Chairman
of the conference which was held in San Francisco on April 17,
1. 926,, o,oneerning'the present and fetture water supply of the
peninsula. On motion of Cathcart and Thoits, the Council voted
totp express approval in principle of the cooperation with other
elt1es of ;.'the peninsula, . and the matter of an appropriation: to
meet a portion of the cost of the investigation was referred to
Commit:teelle4 4.

A report was received from Committee No. 2 recam.need-
ing that the ordinance relating to traffic control on streets
and alleys be adopted, and that it be considered :am emergency
ordinance.
Report of Committee a'o. 4
A report was read from Committee No. 4. recommending
that the City Clerk be authorized to ask for bids to be opened
at the next regular meeting of the Council on June 14, 1926,
for tl.e sale of $24,000 Water and. Sewer Bonds of 1923 and
0, 0 Power and Water Bonds of 1924. On motion of Kelly and
Thoits, this recommendation was approved.

A report was received from Committee No. 5 recommend-
ing that the Office Manager be granted permission to destroy
certain old records. , On motion of Cathcart and Berteche, me
recommendation was approved and the Office liiar ger was authorized

Report from Beard of Works
A report was received from the Board of Works
recommending that an appropriation of sufficient money to
improve Palo .Alto Avenue between Alma and Bryant Streets,
Waverley and Cower Streets, and the intersection at Seneca
Street, estimated to be about 47228. i1, be approved. On
motion of Thoits and Eebart, this was referred. to Committeelio.4
The Board of Works also recommended the adoption
of the ordinance embodying changes and additions to the
Plumbing Cade

adopting the ordinance relating to wetback lines was continued
until the next regular meeting ,of the Council..

houses, was given second resdz.ng and on motion of Zelly and
Bertsche was adopted by unanimous vote on roll call.
Ordinance Amending 21uabi,n* Code
An ordinance amending Sections 6, 18, and
Paragraphs (c), (e) tf) and (h) of Section 28 of the P1umbing
Law was given first reads Yzg. and: referred to Committee No. 1,
Ord r,ar_ce No. 348 (Traffic Control)
Ordinance !o. 348 relating to street and alley-
traffic control (a combinatjon of seven different ordinances
presented by the Board of Safety on May 3, 1926, and recommended
for adoption by Committee bo. 2 as an emergency ordinance) was
read. On motion oA ` l el,3y and Cathcart, the ordinance was
amended by changing the word "boulevard" in each place it
occurs in Section 4 and Section 5 to "arterial street" and the
words `boulevard stop" in Section 4 and Section b to "arterial
stop". On motion of Ke11y and' Eobart, the ordinance as
smended was adopted as an emergency ordinance by unanimous Vote,
on roll call.
Concerning Playgrounds
Er. Bertsche, Chairman of Committee Eo. 1, made a
verbal report of a :conference with the School Board on the
matter of opening up playgrounds for children at the school-.
grounds and appointing a director ;to have charge of the work.
Mr. W. L. Peet addressed the Council suggesting that the
Community Csa ter Commission be given authority to employ a
director for the playgrounds as the,. Commission nas funds
available which could be used for this purpose.
On motion of Hobart and Bertsche, the Council
expressed approval : of th:e appointment of a di r ec to r to supervise
the pl:ayyreunds, and the ,matter of providing an appropriation
of 47,300000 for the purpose of.keeping the Lytton Avenue Scheel
playgrounds open for threemonths: was referred to Committee lie.

Lssewsment District for ,Widening El Camino Real
The City Engineer presented a map showing the
Proposed assessment district' for the widening of El Ca .no Real.

of the preliminary hearing to be held by Committee No., 1 on
May 21,, 1926. Kelly moved to amend the motion,by includ{..mag
theremainder of College Terrace in the assessment district.

Trans. pt of Bond Issue
The City Attorney presented a transcript., of
the bond issue of42004,000 for extensions to the water system.
On motion of Hobart 'and Easterday, it was directed `hat this
transcript be submitted to Goodfellow, Bells, loore and, Orrick,
bond.attorneys, for an opinion.

Oh motion of Thoits, it was directed that
when the Council adjourn, it adjourn to meet in the City Bali
at e P. M.,, onday,-,May 24, 1926, for the purpose of consider-
ing protests, if`received, against the widening of California
Avenue, Cambridge Avenue, Second Street and opening an alley

To Print Bonds
On motion of in.oits and Bonn, tte city Clerk
and Purchasing Agent were authorized to secure bids for the
printing of the bonds for the extension of the water system.
Concerning Hospital
Councilman Sasterday stated that reports had
come to him that the action of the management in the hospital
was not always considerate towards applicants for entrance
to the hospital. The Council discussed the matter and took
no action.
On motion the Council adjourned to meet in
Ball at 8 B. M., Monday, May 24, 1926.
