The Council of:the City of Palo Alto met in regular
session on this date at 7.30: P.. M., with Mayor Hobart presiding
Roll call as follows
Present: Bertsche, Bonn, Cathcart, Christensen, Cottrell,
Hobart, Hoge, Jordan, Kelly, Thoits, Whis?er,
Ong, Wood.
Absent: tausten, Thomas.
It was reported that copies of the minutes of the
meeting:of November 28, 1927, had been sent to each :aenzber,
On motion of Cottrell and Kelly, the minutes of said ree t „ng were
approved.
Address by Mayor of Menlo .P.ark
the Mayor announced that the newest municipality to
be organized is that of MenlaPark whioh was recently
incorporated. fir. Alfred E. Blake, the newly elected Mayor of
Menlo Park, 'was introduced., and addressed the Council.

municipality of Menlo Park and extending to its officials an
invitation to; visit Palo Alto at any time, assuring them that

Bids on Paving Stanford Avenue
It was announced that this was the time for the
opening of bids for the paving of Stanford Avenue under Resolu-
tion of Intextion Igo:. 584. An estimate on this work was
received from the ",Board of` Public Works of the City of Palo Alto,
the total amount of theestimate being $20,831.8'7. Bids were
opened, examined and`,publicly decked from the following bidders :

On motion of Thoits and Hoge, these bids were referred
to the Board of =Works- for tabulation and report.
H nP; 22 Ordinance
It was announced that this was also the time set for
a hearing on the revised zoning ordinance. Mr. W. L. Peet,
representing the. South -'Palo Alto Residents' AssocjEtion, addressed
the Council, suggesting c.ertain<changes in the ordinance and
requesting, that final action be not taken until the Association
i'las had more time to consider .the'matter. Certain parts of the
ordinance were explained by the Deputy City Attorney.

A petition from Glenn Kenyon and others asking that
.the ordinances be:amended so as to permit diagonal parking on
Waver7ey Street between Hamilton and University Avenues was
read and referred to Committee No. 2 and the Board of Safety.
Petition fron James Farrin
A.petition to extend the commercial zone in the
northerly half of Block 14 was received from James Farmin and
others. On motion :of Cottrell and Whisler, this was referred
to the Planning Commission.
Report on Standish Property
The City Attorney gave a verbal report concerning
the purchase .of, marsh land from Mr. A. M. Standish, stating
that two reports had been received on this property:from the
parr Jose Abstract and Title Insurance Company and from the
California Pacific Title Insurance.. Company which were conflicting
to some extent. On motion of Ding and Cottrell, this matter
was referred back to. Committee No. 4 for further consideration.
Claim of A. J. Regan
. request was received from the City Attorney that
the •Council. Pass upon the -definition of the term ' continuous
employme'nt", 'in connection with the claim of A. J. Regan, an
employe; of the municipal paving plant, for twenty days_' sick leave
with pay, Mr. Regan having 'worked approximately two years for the
Paving, plant, buts` not continuously employed for one year as
required in :the ordinance; covering this ratter. The Deputy City
Attorne.y> explained that the Board of Compensation Referees wished
a ; ruling, on this matter `o'x "continuous employment' with regard
to :eyymplo' es in "the'.Paving Plant before the claim ;of 'Mr,' Regan is
On motion of Wood and Cathcart, the City Attorney
was requestedto prepare a resolution covering this _matter of
employment in, the paving plant and submit it to `the -Council at its
next meeting. On motion of Thoits and Bertsche, it`'w,as directed
that' when`this-resolution is prepared by the City Attorney it be
referred, toeCommittee 'No 5. On motion of Cathcart and Jordan,
the matters in connection with Mr. Regan's claim were referred
specifically to Committee No. 5 for eonsiderat1on and report.
Concerning Purchase of Safe
A communication was received from the Purchasing
Agent and ' Office Manager recommending the purchase of a second-hand.
safe.: with a :burglar .proof compartment for the Tax- Collector's
office for the, sum of $300.00. On motion of ,Bonn' and Cottrell,
the purchase ;of this safe was authorized, the amount to be taken
from the con ti:ngent fund, by unanimous vote on roll. call
ConcerningGas Meter House
A report was received :roan the City Planning
Commission recommendingthat the proposed. gas meter house for the
Pacific Gas and; Electric Company be not placed in Rinconada Park;
and also recommending that, if it should be placed there, it be
placed underground This report suggested other possible sites
for this meter house

This .matter was discussed at length, some members of;.,,
the Cou.neil ; bei rg of the bpinion that the meter house should not
be placed in the park. and others .contending that it would not
detract from the appearance.of the park, especially if it were
partly submerged and surrounded by shrubs and trees. The CityE .
ngineer explained ' that: the erection of this 7aeter house ob.
another site would `involve an' e.xpendi:ture of X5000 or more
The matter as then referred to Committee No. / and the Planning
Commission with power to act.
Jol nt-• Report on Street Widening
A joint report was received from the Board of Public
Works and Committee No. 1 recommending the widening of Lincoln
Avenue between Alma and High Streets and the widening of High
Street between Lincoln and. Kingsley Avenues, this widening being
necessary if the recommended construction of a subway at
Embarcadero Road is approvedby the State Railroad Commission.
On motion of Thoits and Hoge, this report was placed on file, to
be considered later when the Railroad Commission has acted on
the petition' for a subway.
Report on' Mayfield Sewers
A report was received from the Board of Works
recommending that funds be appropriated for connecting the
proposed Mayfield storm sewer system now under consideration with
the 24 -inch sewer on Cambridge Avenue` and extending the outlet
on Chestnut ?venue. On Motion of Wing and Bertsche, this matter
was referred to Committee No. 4'to consider in the budget for
next year.

recommending that ,the plans and specifications for paving portions
of Emerson Street' and Tilton Street be adopted,
ResoL.it:ion No. 599, adopting. Improvement Plans No. 5,
for paving, curbing'and sidewa/k corners on portions of Emerson
Street between Tennyson and Oregon "Avenues, and for paving. Pu_.ton
Street between Addison and Lincoln Avenues, together with the
,oecificatjons for said work., w"as ;read, and on motion of Wing and
Thoits, was passed by, unanimous. vote on roll call.
Report of Committee. ion 4
A" report was received from Committee No. 4 recommendin
that the Board or Works- subedit an estimate on the paving of.
Stanford Avenue and reporting that the work can be financed
x ro;t surplus funds .
A repor Q received from Committee No. 4
recommending that an'aP $oprtatio of $800.00 be :dace from the
contingent fund for rtmodeiing the City Hall. On motion of Thoits.
and Wing this appropriation was made as recommended, by unanimous
vote on .roll call
(Councilmen Hoge, Jordan and Wood left at this time
and were absent during .the- rest of the meeting.)

the installation of a PBXtelephone system and information booth,
and recommending an appropriation of $550.00 from the contingent
fund far: ,this purpose.' On motion' of"Cottrell and Wing,
recommendation was approved, by unanimous vote on roll cal/.s
Report of - Committee No. 5
A report was received from , Co $ ttee No. 5 recommending
that the appropriation., of 7.4.40 already allowed for the purchase
of a contingent liability policy to cover the unknown hazard on
privately owned: automobiles of city employees be increased to
a swzn not to exceed X2(18.00, and that the Purchasing .Agent be
authorized to -purchase a contingent liability policy covering
both the known and unknown hazards with limits of $25/50000
public liability and $i000 property damage, on the named driver
basis.
On motion of Wing and Cathcart, this recommendation was
approved, the necessary appropriation to be taken from the
contingent fund;and the proper utility fund.
Report of Attorney on Claim of ! tss Lee
A report was received from the City Attorney with
reference to the c1e.in of Laura Lee for medical services, Miss
Lee having been injured when she fell over an obstruction on
Waverley Street at the time the street was being repaved , and the
sidewalks .ire torn up for -repairs . After consideration' of the
case, the City Attorney advised that neither the City'.of Palo
Alto nor any of its officials were liable for damages or ;medical
services in thin case,- as sufficient warning had :peen; given that
the street was not in acondition for use and that negligence
could not be attributed to any of the officials or laborers
doing the work♦
On motion of Whisler and Bonn, this letter was placed
on file awaiting further developments, since it was learned that
Miss Lee is still receiving medical treatment and as not fully
relcovered .

Ordinance Repealed
Ordinance No. 407, repealing Section 368c of -Codified
Ordinance No. 3, relating to parking of vehicles on the south-
westerly line of Ramona Street between Lytton and University
Avenueis was read, and on motion of Thoits and 3ertsche, was
adopted 'as an emz.ergen.cy ordinance by unanimous vote on roil cam .

A report was received from the City Attesaor recommending
certain tax. refunds on incorrect personal property --assessments•
A communication was received from the City- attorney` advising that
taxes on property deeded to the veterans Welfare Board should
be cancelled, or if already paid, these taxes should be refunded
in - accordance with the opinion of the Attorney -Genera' -on this
matter. -
