M., pursuant. to the following call: . "NOTICECALLING SPECIAL MEETING OF CITY COZJNCIL ;. Council of the City of Palo Alto to convene at the Couneil Chamber ;. in the City Hall of: Palo Alto, at the hoar of 7:30 P- Mc , Monday, : November 28:, 1927, for ; the purpose of approving the assessment diagram, under Resolution of Intention No. 537 and granting a further extension of time to the OaklandSewer ConstractjonCompanl under said resolution of intention; "and to transact any other busineas, which may arise. This special meeting is necessary for the reason that the extension of time previously granted on this, work expires on November 29th, 1927, and a further extension of time is requested. The City Clerk is hereby directed to give a written notice of is meeting to each xember, of the Council of the City of Palo Alto," and` "to enter this order on the minutes of said speeial meeting pf the Council. Absent: Cottrell, Jordan, Lausten, Whisler. It was reported by the Clerk that copies of the minutes of the meeting of November 14, 792'x, had been mailed to each member; of the Council. On motion of Wood and Hoge, the minutes of said meeting were approved. Assessment : Diagram Approved It was announced that the special order of the day was consideration of the assessment diagram showing the district affected and benefitted by the improvement as described in: Resolution of Intention No. 537. for the construction of storm water sewers in the East Palo Alto DralnageDiatrict. Resolution .of,. Intention No. 597, under the Street Opening Act of 1889, for the widening of Newell Road, was read, and on motion of Thoits and Hoge, was adopted by ui animous vote on roll call. Plans for Subway A report was received from the Board of Works approving the suggested plans: and, specifications for a subway at Embarcadero crossing and recommending to the Council that these be adopted. The Chairman of Committee No. 1 made an oral report on this matter, stating that the committee had considered the plans but wasenot yet ready to make a report, and suggested certain changes to be made in the plans On motion, of Cathcart and Kel,ly,it was directed that this matter be referred back` to Committee No. 1 with the request for a report as early as possible. After further discussion and in order that a petition for separation of grades at the Embarcadero crossing may be ' filed with the Railroad Commission as . soon as possible, tDe above motion was amended, on motion. of : Cathcart and ;Hoge, by referring this matter to Committee No. 1 and the Board of Works with power to act, in case of an agreement between both. bodies. In order to prevent further delay in filing the petition for separation of grades with the Railroad Commission, a resolution was adopted, byunanimous vote, on motion of Hoge and Bertsche, approving the . resolution of Board of Works adopting the plans prepared' by the City Engineer for separation of grades at the Embarcadero Crossing, this resolution to be attached, together.: with the pains;, to the petition when it is filed with the Railroad Commission. Concerning ;Bid on Stanford Ave.Yavin:g_ A report was received from e. aittee No. 1 approving. the- submission > of a bid by' the Board. of Works for paving Stanford Avenue. A : report . wasalso received from the Board of Works on this matter, notifying the Councilthat itt is prepared to bid on the paving :of Stanford Avenue provided the Council_ can finance the necessary coat. < On motion of Cathcart and Bertsche, this matter was referred to Committee No. =4. Petitions Presented The City Attorney presented petitions for acquiring the gas and electrical ; distribtting systems Of the Pacific Gas ✓' and Electric Company in the Mayfield District,and informed the Council that these petitions would be filed this week `with the Railroad Commission.: for Appropriation A. 'report: was received from the Board of Works recommending that in accordance with its approved plans for remodeling the City Ball offices, an additional appropriation of ',,/ $800.00 be :granted for this purpose. Letter from -Business Women's Club A : communicatoa ' from the Palo Professional Women's Club concerning the at the Embarcadero crossing was received Letter from Kiwanis Club A letter from the Kiwanis Club referring to the danger at the Embarcadero crossing and recommending that an additional flagman be employed at this crossing was received and; referred to the Board of Safety. Letter from Stanley Forbes A communication from Stanley Forbes concerning the traffic on Pniversity Avenue was referred to the Board Alto Business -and construction of, a -subway and placed on .file. Jayne concerning the cost of burglary;" and robbery insurance to cover money handled and kept in the City Rail. The Chairman of Committee No. 5 explained that since the - Police Department hasmoved to the new building, it is considered necessary that, burglary insurance be taken out to cover money kept in the vault and in the safe in the Auditor's office. A report was received from the Planning Commission recommending that, the setbacks line -on property of Dr. Henry Power at the onrner of Coleridge Avenue and Waverley Street in Block 19, southepa10 Alto, be changed on Waverley Street from 50 feet to 30 feet for a distance of 100 feet southeasterly from Coleridge Avenue, and to 40 feet for the next 50 feet on Waverley Street, the balance between Coleridge and. Lowell to remain as at present.
