`tAs Mayor of the City of Palo
hereby call a special meeting of the Council of
the City of Palo Alto to convene at the' Council
Chamber in the City Hall of Palo Alto, at -the
hour of 7 : 30 P. IF., Monday, October 3,1:,; 1927, for
the purpose of receiving and corsidering,'the
report. of Committee No. 4 on the matter of u. sing.
the balance of the funds received froi:the sale of
the bonds issued for the police and fire department
building, and"an additional appropriation _of $1500.00,
for the purpose of immediate ediate construction of a city
garage in :the rear of the new police and fire
depar.tmen.t building and also for the paving of the
alley -in: the rear of the building; -and -to:
transact
any otherbusiness which may arise. ,Ii ediate
action is necessary on the above matter if it is
desired to do' this work this year before the rains
begin.
"The Clt.y. Clerk is hereby directed to give
a written notice of this meeting to: each member of
the Council of,the City of Palo Alto, and to enter
this order on -the minutes of said special meeting
of the Council.

On motion of Cathcart and Hoge, these reports were;

Resolutiin No. 586, providing for the use of surplus
money in the Palo Alto Municipal improvement Bond Fund of 1927,
and for an appropriation to construct garages and for paving on
the City :ia11 property, was read, and on motion of Thoits and
Hoge was passed by unanimous vote on roll call.
Request/for Change of Setback Line
A petition, addressed to the City Planning Commission
vas read from Julia B. Pl-ace,..Agent, for a change of setback line
on Waverley Street, Lot 1, Block 19, Seale Addition, from 50
feet to 20 feet..
A report was received from the Planning Commission
recommending that the setback line on the above property be
charged to 30 feet for a_ distance of 100 feet on Waverley Street
southeasterly from Coleridge Avenue and to 40 feet for the next
50 feet on Waverley Street, the balance between Coleridge and
Lowell Avenues to remain as at present.
On motion of Cathcart and Whisler, the time for
a hearing on this matter was set for the next regular meeting on
November 14, 1927s
CenCer ping Eibaroadere Crossing and Subway
Letters were"reCeived from the Parent
Association, the Girl Scout Council of Palo Alto,
H. Nichols, Principal of the Palo Alto Union High
concerning the danger of the Embarcadero crossing
the Council to take the necessary steps to provide
other protection at this crossing. These letters
file and the Clerk was direccted to give proper ack
them.

This mat ter was discussed at length by Members of
the Council and estimates of cost for a proposed subway at this
point as prepared bythe Grade Crossing Committee were considered.
On motion_ o.f Cathcart and Christensen, the Board of
'dborks and City Attorney were -requested to take up with the
Railroad Commission the matter of constructing a subway at the
E barcadero crossing in tb:e': shortest, feasible time, this ruction
being passed by unanimous vote on roll call.
fir• R. P. Nutting addressed the Council asking if
ismediate relief could be obtained by assigning a police officer
at this crossing during the tine when children are going to and
from the high school. The Chief of Police stated that an
officer would be assigned` there..
. :The question of having a traffic officer stationed at
the intersection of the State Highway and University Avenue was
discussed, such. 'a request having previously been made to the
County Board of Supervisors, ' who took no action on the matter.
On motion of Mrs.. .Those and Whisler, the tatter was referred to
=Le Board of Safety with a request to take such Measures as are
necessary to have a traffic officer or afteess safety signals of
some kind at University Avenue and the State Highway.
On Motion of Whisler and Lau.sten the City Attorney
and' Board of Works were requested to take up with the . Southern
Pacific Company-. the matter of moving the watchman's signal
house at the E.mbarcadero crossing from its present location to
theHOPPositel side or Embarcadero Road on the high school

the 'eninsular Railway Company in the
franchise' tax for year ending October
and'ac:cepted under protest.
Linner Postpones;
Mr. Bertsche announced that the dinner for the city
officials and employees which was to have been giv en on
November 41..,1:927, has been postponed ow I.ng, to the fact t.aat
the new --building where the dinner is to be: held has not yet
been::complet-ed and accepted.
0n motion of Hoge and Bertsche, the Council
adjourned.
