The Council of the.City of Palo Alto met on this
date at 8 P. M., pursuant to ad ournment of August 15, 1927,
:4ith. Mayor Hobart presiding. R.oli call as follows:
Present: .Bertsche, Bonn, Christensen, Cottrell, Hobart,.
Hoge, Keliy, Lausten, Thomas , Wing, Wood.
Absent: Cathcart, Jordan, Th:oits, Whisler.

minutes of the' t eet :ng of .`August 15, 1927, had been sent to
each member,, and on motion of Wing . and Bonn, the minutes of
meeting were approved.
Hearirg can Widening; Cambridge Avenue
The. Play or axinota.nced _ th:at .this was the time set ' for
the hearing of protests .against the opening and widening of
Cambridge Avenue The `Ci'ty Attorney stated that there were
protests against such opening and 'widening from Erna M. Garrigus,
George B . Moffitt and ' Catherine B . Hartman c that the time for
filing of protests expired on August 15th, but he recommended'.
that the .Council hear. the protests,;. and same were then read.
The Mayor announced that the Council would hear any oral
protests. miss Edna Garrigus protested as guardian for the
minor heirs of pr. J, M. i.s:her, deceased. Mr. C. B. Guernsey
and Mr. Sidney Cuthbertson, property owners on Cambridge Avenue-,
advocated the opening and .videning. After hearing all who
wished to speak, the Mayor stated that the hearing was closed.

Ordinance No. 395', ordering the opening and widening
of Cambridge Avenue in accordance with Ordinance of Intention No.
391, was then read, and on motion of Wing and Bonn, was
passed by unanimous vote: on roll call.

Paving
It was announced that this was the time set for a
hearing on Resolution of Intention No. 560 to pave certain
portions of University Avenue and Waverley Street. The Clerk
reported that the notices and information re4uir ed had been sent
out and that no protests -had been received. The Mayor announced
that any persons desiring to speak on this matter would be
heard. There were none present who wished to address the
council on this matter and :the hearing was closed.
Resolution No. 562, ordering the work to be done
under Resolution of Intention No. 560 was read, and on motion
of Bertsche and Mrs. 'Thomas, was passed by unanimous vote on
roll call.
Letter from City of San Bernardino
A circular letter' was received from the City of San
Bernardino asking the city's he.,p. ir. having that city selected
as the . place. for the convention of the League of California
Municipalities in 1928. This letter :was: turned over to Palo
Alto's delegates to the convention.

Joiners' Union, #668 concerning receipt of the report of. the Citii
engineer on Mr`. E. P. Troy° s:' `letter was received and filed.
Letter from peninsular .Railway Co.
A letter was received from the Peninsular .Railway
Company enclosing, a draft for X19.08 , being theamount due the
City of Palo Alto" on account Mayfield franchise, ordinance 2041,
for the year ending August 16, 1927. This check was accepted
under protest.
Concerning Change of Zone
A. report was received from the City Planning
Commission recommending that the zoning of certain portions of
Blocks 38, 39 and 400 in accordance with petition of
Moore and others, be :changed, from 2nd to 3rd residential -zone.

Concerning Change of Setback Lines
A report w:as received from the Planning. Commission
reeommen:ding that the setback line on Sheridan AvenuOetvYeen
Third Street: and. the railroad tracks be removed on both sides
of the str,eet., and also that the setback line on the. northeast
-corner of Addison Avenue and Waverley Street in Block 62,
be established at 11 feet on Addison Avenue for 15 feet from
Waverley Street and then 24 feet for the next 25 feet on
Addison Avenue'.
The Clerk ,reported that a written protest. `against
the recommended change of setback line on Addison. Avenue had been
received', from Raymond M. .Stager and had been considered by the
P :pampa; Commission, which recoinmendeo. that this Protest be
.overruled., Resolution Noe 5,64, overruling the protest of Mr.
Stager against the change of setback line in Block 62 was read,
and on motion of Wing ,and Mrs. Thomas, was passed by Unanimous
vote on roll call.
Ordinance No, -396, changing setback lines in Block
62 and on Sheridan Avenue as above recommended, was ` read and
on motion of Hoge :and " Cottrell, was passed ag an emergency
ordinance by -Unanimous vote on roll tall.

Report .of Committee No:. 5
A report ,was- received from Committee No. 5 recommend-
ing that a blanket policy be purchased protecting the city for
public liability and property damage on automobiles driven by
city employees on city; business, at an annual premii not to
exceed $74.40, this amount to be taken from the contingent fund,
covering public liability of $25,000 to $50`,000 and property.

Committee No. 5 also requested more time to report
on the matter of group insurance and pensions for city employees.
This request was granted.

Ordinanceon Laundries
An ordinance amending sections 678 and 684 of Codified
Ordinance No. a'referring to licenses for laundries was given
first readingand refe ^red'to Committee No. 2.
The. Council directed that the Health Officer be
requested to furnish a statement as to the costs and amounts
received for tis .laundry inspection.

An ordinances amending Section 191 of Codified Ordinance
No 3 referring to peddlers,of fresh food products grown by

Upon advice,from Mr. Cottrell that he would be unable
to attend the League ofd Californi r Municipalities Convention at
6acramen o from September 19 to 22, 1927, the Council passed
a; resolution, that the' Mayor appoint a delegate in his place, and
the Mayer thereupon. appointed Mr. Christensen.
