In the absence of the Mayor, the meeting was called to'order
by the City Clerk. Roll call as follows:

was elected 'Mayor pro tem and took the chair.
It was reported by the Clerk that copies of the
Minutes of the meeting of August 8, 1927, had been. sent' to
each member. On motion of Hoge and Lausten, the 'Minutes of
. said meeting were approved,
Concerning :Wideninn Cambridge Ave.
The .Clerk presented protests against- the: opening
and widening of Cambridge Avenue which had been filed ; by
George W.._. Moffitt, Josephine S. Moffitt, Edna M .Garrigus,.
arid Catherine' B.. ?artman. The Attorney for Miss Garrigus
addressed the Council on this matter.
Hesoluti.on No. 558, appointing time -'or hearing
protests against the opening and widening of. Cambridge: -Avenue
at 8 P -..M., August 29,:1927, was read, and on motion of. Bertsc ie
and Lausten, ,wa.s passe-d`by unanimous vote on roll. call,
After further discussion, on motion of Thoits and
Bertsche this motion was re -considered. Then on motion of
Thoits and Kelly, the date for the hearing was changed to
September 1, 1;927, at 8 P. M., and the resolution was
adopted by unanimous vote on roll call, fixing the date of
hearing for. Thursday, September 1st, 1927.

44, -report was . received from the .Board of .Vforks
approving. plans and specifications for the paving cf certain
parts of Waverley ,S.treet., Seneca Street, and University
Avenue,, and recommending the adoption of the resolution of
intention to do this work under the Improvement Act: of 1911.
Resolution :'No:. 559, approving, the plans and.
specifications for this work, was read. The plans were
explained by the City Engineer.
may ,Coons Wilbur, owner of property on
Seneca Street:in: Block 84/addressed the Council, stating that
she would be, able to -pay cash for the paving of her, property
'next month, 'but , ishe:d to, deed aporoxi:nately. 18 feet of her
lot at the cornerof -.:Seneca Street and Boyce Avenue to -the
city before the paving is done, thus rounding the: sharp corner
at that intersection.. On motion of Thoits and Cathcart, all
reference: to Seneca. .Stree,t in the plans, specifications, and
resolution of intention was stricken out, in view of the fact
that Mrs. ri1hur has agreed to pay cash for this paving.

Resolution of Intention No. 560' to do this work
under the Street;` Improvement ' 4ct of 1911 was read, and on motion
of e11J and: Hoge, was unanimously adopted on roll call.
A petiti cil was presented by Mrs Wilbur concerning
sidewalks on Boyce Avenue in Block 84, ,-;nd on motion of Tho1 es
and Hoge, was referred t� t.h Board of `works for a report.
Report from Commi
Mr. Bertsche .ryade a °verbal report for Committee No',
reporting that the Conraittee recoa mended that Hamilton Avenue
be widened as:provided. by the present plans with the exception
or that part of the .street whe:re.:"the Snderson building is
located, and that ' at: this' puce 4 -;feet be taken from the -side-
walk, the building not to be disturbed turbea at this time. It. . vas
stated further that !r. Enderson, the owner of the building,
was willing to have -the sidewaik diminished by 4 feet. This
:ratter was aiscus"sed, and , the report was laid on the table
until the next meeting.
Letter from CommonWealth Public Service Co.
A letter was received .from the Commonwealth Public
Service Company of Ch cago . proposing to buy the Palo Alm water
works. On motion ofCathcart and Hoge, the City Clerk was
instructed to inform this company that our municipal water,
plant is not for sale
Report on Mr., TroytsLetter:
h report was received from the Board of works
approving the report'of the City Engineer concerning the letters
of July 7th and July 28th froth Mr. E .P.E .Troy, and transmitting
this detailed .report on the ;city's electrical plant to the
Council as a reply to the ranting letters of Mr. Troy. An
aec.ditionaireport was received from the City Clerk on this mattert
stating that another letter had been received from Mr. Troy
on the city gas •plant after the Board of Works had adjourned,
but that the members, of the. Board had consid red this letter'
and wished that ' it be considered, in its general aspect, to be
included in the report of the City Engineer on Mr. Troy's
previous letters.
On Motion: of Hoge and Thoi ts, the report of the City
Engineer was approved, and the whole procedure was dismissed.»
The City Clerk was' directed to send a copy of this report tolthe
local carpenter':s organiza-tion,who. had asked for information
on this subject at. previous meetings.
City -Planning Ordi:nar.ce Aaopted .
A. report was received f om the' speci a1 committee
appointed to study 'and. recozmmend, on the matter of the proposed
ordinanoe for the re- ,organization of the City Planning Commissionl,
reporting that it- has s.tadled ,: this ordinance and recommends to
the Council that" it be Adapted -
Mr. P.; E. '-Backley addressed the Counc;.l on this
matter, asking that `the ordinance .be not adopted at this meeting
but that thee ,matter.: be given further consideration before
final action' is taken.

On motion of Hoge and Cbristenisen, the report of the committee
was approved, and: the. ordinance'was-adopted: by unanimous vote on
